Current State And Future Prospects For Russian-North Korea Relations In The New Geopolitical Conditions

North Korea openly expressed support to Russia in connection with the special operation of the Russian Armed Forces in Ukraine that began on February 24, 2022. Pyongyang confirmed its commitment to the Treaty obligations with Moscow when it voted against the anti-Russian resolution of the UN General Assembly adopted on March 2, 2022. Today, after a long period of reduced contact activity against the backdrop of tougher anti-North Korean sanctions since 2016, Russian-North Korean relations are noticeably strengthening, firstly, in the foreign policy sphere – both countries in the World space need support and solidarity in maintaining state sovereignty and the integrity of their territories , secondly, in the economic field - both sides are striving to restore trade and economic contacts by exiting the unjustified regime of sanctions pressure from Western countries. The article discusses the main areas, problems and prospects for interaction between Russia and North Korea. The main attention is paid to joint projects, such as the Khasan-Rajin logistics project, the construction of a road bridge across the Tumangan (Tumannaya) river, and the resumption of railway communication. The interest shown by the North Korean side in cooperation with the DNR and LNR through the mediation of Russia was noted. The author concludes that the mutual positive attitude towards maintaining the relations of friendship and cooperation between the Russian Federation and the DPRK formed over the past decades serves as a solid basis for resuming interrupted directions and establishing new forms of interaction in the context of the ongoing international sanctions regime.

1	ИСТОРИЯ РАЗВИТИЯ ОТНОШЕНИЙ В 2000–2021 гг.
2	После периода стагнации в отношениях в 1990-е гг. вслед за распадом СССР сотрудничество России и КНДР активизировалось в 2000–2001 гг., когда состоялся обмен визитами глав государств, подписание совместных деклараций. В настоящее время основополагающими документами в отношениях двух стран являются Договор о дружбе, добрососедстве и сотрудничестве от 9 февраля 2000 г. (заменил Договор о дружбе, сотрудничестве и взаимной помощи от 1961 г.), Пхеньянская (2000 г.) и Московская (2001 г.) совместные декларации, подписанные в ходе визитов Президента Российской Федерации В.В. Путина в КНДР и Председателя Государственного комитета обороны КНДР Ким Чен Ира в Россию.
3	Данные документы стали основанием для расширения сфер взаимодействия, прежде всего торгово-экономической и гуманитарной, послужили развитию политических контактов на высшем уровне. В августе 2011 г. в Улан-Удэ прошла встреча президента России Д.А. Медведева и председателя ГКО КНДР Ким Чен Ира. Договорные обязательства между странами были подтверждены во время российско-северокорейского саммита между В.В. Путиным и Ким Чен Ыном во Владивостоке 25 апреля 2019 г.
4	Тем не менее после нормализации связи России и КНДР развивались неравномерно и успели претерпеть как подъемы, так и падения. Наиболее успешно торгово-экономическое сотрудничество развивалось в 2005 г. – товарооборот между двумя странами достиг рекордные 228 млн долл. США, лидер КНДР Ким Чен Ир был лично заинтересован в тесных контактах с Россией – в Пхеньяне активно популяризировалась российская культура, в 2006 г. завершилось строительство и был освящен православный храм Святой Живоначальной Троицы, динамично шел делегационный обмен. Однако в дальнейшем развитие отношений постепенно стало притормаживаться из-за активизировавшейся ядерной деятельности Пхеньяна в 2006 г., когда северокорейцами было произведено первое ядерное испытание, и последовавшей незамедлительно реакции мирового сообщества – единогласно была принята первая резолюция Совета безопасности ООН, осуждающая действия Пхеньяна. В том же году был создан Комитет СБ ООН по санкциям в отношении Северной Кореи, была утверждена Группа экспертов. Вследствие присоединения России к санкциям СБ ООН против КНДР [Указ президента РФ, 2009; 2017] динамика российско-северокорейских контактов неизбежно снижалась, а в результате ужесточения антисеверокорейских международных рестрикций с 2016 г. и вовсе стала сходить на нет.
5	Несмотря на негативную реакцию со стороны северокорейских властей на участие России в принятии осуждающих резолюций, российская дипломатия стремилась сохранить торговые, гуманитарные, культурные, научно-технические связи по мере возможностей, неизменно выступая за сохранение мира и стабильности на Корейском полуострове. Важным этапом в развитии этого процесса стала встреча В.В. Путина с новым лидером КНДР Ким Чен Ыном 25 апреля 2019 г. во Владивостоке. Стороны подтвердили и закрепили договоренности 2000–2001 гг. и наметили новые планы сотрудничества.
