Abstract

This article analyses the phenomenon of African migration to Italy. Its emphasis is on the character of migration, migration motives and analysis of local ethnic communities in Italy. On the one side, the authors show that labor migration from Africa is a socio-economic resource, both for agricultural and industrial regions of the country. On the other side, regular African migration is currently accompanied by an increase in irregular migration flows and a significant increase in the request of residence based on both international protection and family reunification. Most of arriving immigrants are Muslims and do not have sufficient integrative resources. Moreover, the search for work, housing, access to basic social services and adequate health insurance is accompanied by the need for a definition of their status in the legal space of the host state. In order to analyze these processes, the article includes material collected during fieldwork conducted in Rome in October 2019. Based on expert interviews with representatives of a number of Catholic organizations and universities, the authors determine the character of the sociocultural transformation of the host society and the role of religious organizations in the integration processes of African migrants. The authors show that legislative amnesties and family reunification practices have contributed to the growth of African communities and the redistribution of the geography of migration and conclude that in a clash with immigrant North African communities, the Western mentality is more Eurocentric than multicultural.

ЗАКЛЮЧЕНИЕ
1 Наблюдаемый в последние годы значительный рост иммиграции из стран Африки, связанный с дестабилизацией политической ситуации в североафриканском регионе, привел к крупнейшим с момента окончания Второй мировой войны гуманитарному и миграционному кризисам 2015 г. в Европе. Доля африканских мигрантов, ежегодно прибывающих на территорию итальянского государства, уже превышает 1 млн человек и составляет порядка 20% от общего числа зарегистрированных иностранных граждан, или 1.8% от населения страны [Dossier Statistico Immigrazione, 2018, p. 13]. Тем не менее в современной социологической литературе эта ситуация еще не успела получить достаточного внимания – общий анализ африканской миграции пока сводится к обсуждению вопросов экономического и демографического характера [Smith, 2019; Bouquet, 2018]. В то же время итальянские социологи оценивают эти процессы в качестве долговременного фактора социокультурного изменения европейских обществ, ведущего к реструктуризации конфессионального и этнополитического пространства своей страны [Pace, 2018; Allievi, 2010]. Такое внимание к структурной трансформации, происходящей в принимающем обществе, позволяет в дальнейшем повысить качество миграционной политики государства.

3 В большинстве случаев южноевропейские страны, в том числе Итальянская Республика, имеют повышенный экономический интерес к привлечению иммигрантов из африканских стран на низкоквалифицированные и низкооплачиваемые работы [Ambrosini, 2011]. Италия, как страна с внутренней негативной демографической тенденцией – классический пример «средиземноморской модели иммиграции», для которой характерны высокие показатели безработицы среди местного населения и участие трудовых мигрантов в сельском хозяйстве, строительстве и некоторых отраслях промышленности.
4 Миграционные потоки из стран Африки развивались по трем основным направлениям: жители Магриба, в основном выходцы из Марокко и Туниса; мигранты из стран Тропической Африки, с которыми у Италии прежде существовали колониальные связи (Эфиопия, Сомали); и мигранты из Западной Африки (Сенегал, Гана, Кабо-Верде и т. д.) [King, 1993].
5 Присутствие африканских этнических групп на территории Италии характеризуется этнолингвистическим, культурным и религиозным разнообразием. На основании данных официальной статистики за 2017 г. можно выделить пять этнических групп, проживающих большей частью в северных регионах Италии: марокканская – 8.1%; египетская – 2.3; нигерийская – 2.1; сенегальская – 2.1, тунисская – 1.8%1 [Marra, 2018]. Численность групп не является постоянной, зависит от потоков регулярной и нерегулярной миграции, а также от последующей возможности легализации своего статуса в принимающем обществе. Особенностью африканской миграции в Италию считается ее преимущественно мужской характер – общая доля женщин составляет 38.5% от всех зарегистрированных граждан [Dossier Statistico Immigrazione, 2018, p. 104]. К основным мотивам въезда относят работу по найму, воссоединение семьи и прошение о предоставлении международной защиты. 1.
