Abstract

In the article there are analyzed reasons, objectives and contents of a “perestroika” in the Soviet Occupation Policy in Germany at the end of 1946 –beginning of 1947. On the one hand there were modifications in the system of reparation withdrawals and on the other hand structural changes inside the Soviet Military Administration, which should guarantee a transition to political regulatory methods. It is presented the contemporary German historiography and its different patterns to interpret Soviet policy concerning the German Question after 1945 and it is rejected the wide-spread thesis of an early soviet orientation to a division of Germany by making the eastern zone a communist separate state.
