Abstract

This article critically reviews the previous and the still existing scholarship that promotes skeptical and arrogant approach to the debate on Russia’s economic cooperation with Africa. It problematizes prevailing conceptualizations, addresses methodological difficulties of data analysis, scrutinizes theoretical references in past argumentations and political actions in this respect. As an alternative to negative approaches prevailing in the 1990s and early 2000s, the authors suggest to cease neglecting the window of opportunities opened by dynamic nature of the rapidly developing African economies. Time is ripe for launching and implementing a New Strategy of economic cooperation with Africa. The article provides an analysis of the accumulated experience of Soviet-African cooperation. It demonstrates the available possibilities of reaping benefit from its use for the purposes of strengthening Russia’s economic and political positions on the African continent to achieve the announced goals of becoming one of the five largest economies in the world, ensuring high rates of economic growth, and creating in the basic sectors of the economy, particularly in manufacturing and agriculture, a highly productive export-oriented sector, based on modern technologies and fully provided with highly qualified personnel. The authors posit that in the existing conditions it is almost impossible to complete this ambitious task without interacting with African market. Russian industry undergoes a long awaited but still tentative revival. Emerging and developing countries, particularly burgeoning African economies, which offer an ever increasing demand, currently offer welcoming environment for testing the quality and competitiveness of Russian manufacturing goods. China selected this path in the 1990s, successfully taking over the share of the rapidly growing African consumer market vacated by Russia. However, it is not only and not so much an increase in mutual trade that Africa awaits from Russia, not even cooperation in mining, but investments in other strategic industries and sectors of the economy, such as energy generation, infrastructure construction, particularly transport related infrastructure projects like highways and road construction, railways, airports and maritime ports development, processing and manufacturing, sectors of advanced technological knowledge and skills application.

АФРИКА В ХХI ВЕКЕ: НОВЫЕ ВОЗМОЖНОСТИ
ВОЗВРАЩЕНИЕ РОССИИ В АФРИКУ
1 2019 год поистине стал годом Африки в Российской Федерации, где прошла целая серия мероприятий, посвященных российско-африканским отношениям. Это и бизнес-форум “Россия–Африка”, организованный Минэкономразвития РФ; и конференция “Евразийский экономический союз–Африка: экономическая интеграция как фактор развития двух регионов и диалога между ними”; и “африканская” секция на Петербургском экономическом форуме; и ежегодное собрание Афрэксимбанка, в рамках которого состоялась экономическая конференция “Россия–Африка”; и первая парламентская конференция “Россия–Африка”, организованная Государственной думой РФ; и заседания коллегий Министерства иностранных дел РФ, посвященные африканской тематике; и ряд других менее масштабных событий.
2 В 2019 г. состоялись визиты в Россию президентов Зимбабве, Анголы, Республики Конго и Мозамбика, по итогам которых был подписан целый ряд соглашений о сотрудничестве в политической и экономической сферах. На полях форума G20 в Осаке В.В. Путин провел переговоры с президентами ключевых африканских стран – С. Рамафозой (Южно-Африканская Республика) и А.-Ф. Ас-Сиси (Арабская Республика Египет).
3 Однако главным “африканским событием” текущего года, несомненно, станет первый в истории РФ полномасштабный политический саммит “Россия–Африка” с участием российского президента и большинства лидеров африканских государств, а также проводимый вместе с ним экономический форум. Мероприятия пройдут 23–24 октября в г. Сочи. К моменту выхода этого материала в печать саммит уже состоится. В этом контексте авторам статьи представляется целесообразным проанализировать причины и возможные последствия поворота России на Юг – в сторону Африканского континента.

5 Как известно, российско-африканские отношения имеют давнюю историю. До революции 1917 г., в эпоху правления Романовых, имперская Россия не принимала участия в колониальном разделе Африканского континента, не занималась работорговлей и не имела никаких владений на континенте. Наоборот, Россия не раз демонстрировала симпатии к судьбам африканских народов и поддерживала независимость немногих тогда суверенных государств Африки. Так, в октябре 1864 г. МИД России заявил о готовности признать Республику Либерия. В 1898 г. были установлены дипломатические отношения с Эфиопией. Российский Военно-морской флот неоднократно принимал участие в морских конвоях по предотвращению транспортировки африканских рабов через Атлантику в Америку после принятия в июле 1890 г. Генерального Акта по борьбе с работорговлей.
6 Россия оказывала содействие императору Эфиопии Менелику Второму в его борьбе против итальянской агрессии в 1895–1896 гг. В англо-бурской войне (1899–1902 гг.) Россия в противовес Великобритании встала на сторону буров. В 1898 г. она установила дипломатические отношения с Бурской республикой Трансвааль. Более того, на стороне буров сражались российские добровольцы. В начале ХХ в. Российская империя выступила категорически против проекта предоставления кайзеровской Германии колониальной зоны в Марокко, что до сих пор служит важным фактором стабильно дружественных отношений между нашими государствами [1, сс. 3-7].
