Historical and legal analysis of activities of Moscow City Council from 1870 to 1892

The article is a historical and legal study of the functioning of the executive body of the city self-government of Moscow in the period of validity of City regulation of 1870. The Author performed a detailed analysis of the such question as the evolution of the structure of Moscow city council at this point in history. The characteristic of the process of its development is given both from the point of view of the total number its departments, and touching to their functionality. The normative legal base regulating the status of Moscow city council in the system of Moscow city self-government is considered. As a result, the author came to the conclusion that for most of the period of the Law 1870, the work order of the Moscow city council was not regulated at the level of city self-government.
