Abstract

Digital civilization, affecting all aspects of life, is actively entering the social sphere, providing a higher level of social activity. In this regard, the use of digital technologies is being updated, contributing to a change in the ways in which knowledge, skills, and professional competencies are created, formed and transferred. The digitalization of the education system and the creation of a digital space of the university is associated with a new vector of Russia's development. In this vein, the system of personnel training is being improved in order to develop the social basis of the city, its social cluster, as well as for the most important function of the welfare state - supporting social "risk groups" in need of additional social protection. The digitalization of education gives an additional impetus to self-organization initiatives, promotes the development of modeling and forecasting. When selecting the content of education, the structural units of the content are ordered, forming the integrity and completeness of the module. Digitalization develops not only vertical, but also horizontal connections of the educational environment of the institution, which is especially important for social specialists, in whose practice the use of an interdepartmental approach is one of the requirements of professional activity in working with “risk groups”. The most pressing problems that require innovative consideration in the preparation of future specialists are the following: organization of social services for elderly citizens, people with disabilities, families with children and in need; assistance in adaptation and socialization of people who need social support in the process of rehabilitation, adaptation, education, vocational training and employment.

1 Введение. Новые вызовы современности, связанные с развитием цифровых технологий, а также нормативно-правовые документы, анализ опыта и результаты подготовки специалистов социальной сферы выявляют, что содержание профессионального образования характеризуется динамичностью и гибкостью.
2 Тенденция постоянного обогащения содержания образования специалистов социальной сферы осуществляется за счет новых научных данных, развития опыта в социальной сфере, а также трансформирования этого содержания в системе формального и неформального образования специалистов.
3 Одной из специфических черт обогащения содержания профессионального образования специалистов выступает учет особенностей региональной социальной политики по ведущим направлениям, представленным блоком актуальных проблем:
  • организация социального обслуживания таких категорий граждан, как люди с инвалидностью, граждане пожилого возраста, группы риска, семьи с детьми, в условиях использования потенциала сетевого образования [1];
  • содействие адаптации и социализации лиц, нуждающихся в социальной поддержке в процессе реабилитации, адаптации, профессиональной подготовке и трудоустройстве в условиях сетевой образовательной среды;
  • включение специалистов по социальной работе в активную инновационную социальную деятельность с использованием возможностей цифровой трансформации по развитию разных форм активности; персонификация в процессе создания и реализации новейших проектов макро-, мезо- и микроуровней, развитие инноватики в государственных и негосударственных учреждениях, на базе НКО и т.д. в условиях реализации программ «Доступная среда», «Активное долголетие», «Долговременный уход» и др. на основе цифровизации современного образования [2].
4 Эти направления не изолированы, их элементы могут пересекаться, проникать друг в друга, создавать комплекс проблем, которые необходимо чаще всего решать в условиях межведомственного подхода на региональном или территориальном уровнях современного мегаполиса с использованием программ «Цифровизация социальной среды», федеральных сервисов «Модернизация государственной службы занятости» и «Единая цифровая платформа в социальной сфере» и др.
5 В каждом из регионов открыты социально-реабилитационные центры как для детей-инвалидов, так и для инвалидов трудоспособного возраста. Программы этих отделений охватывают богатый спектр направлений, способствующих социальной защите и гармоничному развитию личности.
6 Так, программа «Активное долголетие» направлена на развитие резервных возможностей пожилых людей. В ней участвуют люди пожилого возраста, а также лица, имеющие инвалидность. В процессе посещения социально-реабилитационных центров они получают все необходимые виды сопровождения как получатели социальных услуг [3].
