Abstract

The demographic aspects of countries and regions today is an important factor in their not only social, but also economic development and position in the world. Demographic trends are especially important for a state in whose territory, as in the Syrian People's Republic (SAR), a military conflict continues, largely related to external intervention. Until 2011, i.e. before the outbreak of the military conflict, Syria remained one of the most economically developed countries in the West Asia region. But the result of the military conflict was numerous and serious demographic and socio-economic losses. Therefore, the author substantiates the point of view that among the most important tasks of the state remains the speedy restoration of not only the socio-economic sphere, but also positive demographic processes.

The purpose of the article is to analyze the demographic situation in Syria in the XXI century, to identify the factors that influenced its formation and new trends and processes, their interrelation and interdependence.

The research was carried out on the basis of statistical data provided by international organizations, primarily UNCTAD, for the period from 2000 to 2021, as well as on the basis of the analysis of available domestic and foreign scientific literature on the subject under consideration.

The study showed that along with the growth of the share of the population of the SAR in regional indicators, the country retains significant specifics. The author notes, first of all, the preservation of relatively high birth rates of the population, a relatively low level of urbanization.

Выводы
1 Демографические аспекты традиционно сохраняют важное значение для процессов социально-экономического развития стран и мировой экономики в целом, так как, с одной стороны, на эти процессы оказывают весьма существенное влияние количество и темпы роста населения, факторы, под влиянием которых происходят эти изменения, новые закономерности, формирующие данные факторы. С другой стороны, демографическое развитие приобретает все более важную роль в современных и перспективных трендах социально-экономического развития мира, регионов, отдельных стран. Поэтому демографическим изменениям в мире уделяется растущее значение [Sardak et al., 2018].
2 В настоящее время особенное значение демографическая ситуация имеет для Сирийской Народной Республики, в которой лишь несколько лет назад – в 2017 г. – завершились (и то не полностью) военные действия, в ходе которых количество населения существенно уменьшилось, в том числе и из-за того, что люди покинули свою страну и стали беженцами. Гражданская война, высокий уровень жертв, крупномасштабное перемещение населения и серьезные экономические ограничения привели к значительному снижению рождаемости в каждой сирийской общине [Balanche, 2015] и в целом к сокращению населения.
3 Сегодня перед страной стоит задача восстановления и развития не только национальной экономики, но и демографических процессов, а также улучшения качества жизни населения. И эта задача стоит, во-первых, в условиях продолжающегося в развивающихся странах (к которым относится и Сирия) демографического перехода, и, во-вторых, сохраняющихся в Сирии особенностей социально-демографической динамики. Кроме того, разразившаяся с начала 2020 г. глобальная пандемия COVID-19 оказала негативное влияния на мировые, региональные и страновые социально-экономические показатели [Хасбулатов, Бяшарова, 2020, с. 9-10] и поставила перед Сирией ряд острых задач в сфере демографии и здравоохранения. В этой связи проведенное нами исследование представляется актуальным, а его выводы – имеющими не только теоретическую, но и практическую значимость. При этом мы рассматриваем общую демографическую ситуацию в Сирии, без акцента на отдельные муфахазы, так как не вся территория страны на сегодня находится под контролем национального правительства Сирийской Арабской Республики.
4 Вообще социальная и демографическая ситуация в Сирии остается в последнее десятилетие объектом пристального внимания как различных исследователей [Русакович, Кухтин, 2019, с. 9-11], так и международных структур (особенно ООН, ЕС и др.). Однако акцент в большинстве этих исследований ставится на вопросы гуманитарного характера, проблемы беженцев и условия их возвращения [Syria, 2021]. Большинство этих исследований, на наш взгляд, содержит многочисленные дискуссионные моменты в связи с определением основных причин ухудшения социально-демографического положения в Сирии и увязывающих их с внутренними политическими особенностями. По нашему же мнению, сложившееся положение связано преимущественно с внешней военной агрессией против Сирии и необходимостью именно в этой связи решать ряд сформировавшихся проблем в этой сфере.
