Israeli Parlamentarism in XXI Century: Electorial Failure or System Crises?

Just within three years Israel experienced four consecutive Knesset electoral campaigns (in April and September 2019; March 2020 and March 2021). However, neither leader of the permanently ruling since 2009 center-right Likud party Benjamin Netanyahu, no his electoral opponents were able to form in any way stable coalition Government. In fact the electoral campaign during this period due to the uncompromised rivalry between the major party blocs never terminated. In March 2021, at last, the anti-Netanyahu bloc managed to win elections<em >and form the coalition government. Such situation that hardly had any precedent in Israeli political history, as well as the obvious deadlock that Israeli political system appeared poses several questions that yet to find their comprehensive answer in the academic literature. Do we deal with a situational political "glitch", which - exactly as it had happened in the past, could be resolved at some point? Or, on the contrary, do we observe here the systematic crises of the party and political system of this country, which basic foundations were constructed long before the declaration of the State of Israel itself? Finally, considering similar political trends in other Western countries, could we talk about the general crises of the European-style parliamentary democracy model, the one that during the past centuries was believed to be the optimal political structure framework for modern and contemporary ethnic national and civic national states? While analyzing the Israeli experience the authors of this article intend to answer a part of these and related questions.

1	В последние десятилетия в израильских академических кругах усилился интерес к новым тенденциям и методам современного демократического процесса, как части политической системы той или иной страны. С позиций институционального метода обращается внимание на взаимодействия израильских политических институтов: права, государства, политических партий и движений. Обсуждается, насколько вообще легитимен и эффективен избирательный процесс на современном этапе, и может ли он служить индикатором эффективности демократии. Израильские политологи опираются на позиции некоторых западных авторов, задающих вопросы о нужности и эффективности современных систем выборов и их роли в демократических обществах. В их числе те, кто подчёркивают, что демократия, будучи сведена к ее одному, пусть и сколь угодно важному, представительному механизму, или даже к единственному элементу этого механизма – к выборам, в настоящее время увязла в сложнейших проблемах[Mor,p.2019, Andeweg, p.2000, Freedman, p.2020].
2	Эти же проблемы рассматривал бельгийский историк Д. В. Рейбрук, выпустивший в 2018 г книгу под говорящим названием «Против выборов». Он считает, что современная демократия, основанная на процедуре выборов, «тяжело больна». «Похоже, - пишет Рейнбрук, - что людям нравится сама идея демократии, а не ее практическая реализация в ее нынешнем виде.… Как получилось, что процедура, считающаяся фундаментом демократии, обернулась против нее?» [Рейбрук,2018,с.12]. Наибольшую критику у него вызывают политические партии, которые больше думают об электоральных баталиях, чем о решениях насущных проблем общества. На этом фоне уровень доверия к результатам выборов неизбежно падает [Рейбрук,2008,с.13]. В итоге, полагают сторонники такой точки зрения, выборы уже не дают победителю долгосрочного мандата параллельно с ослаблением значения выборов как таковых.
3	Другую точку зрения представляют те израильские специалисты, по мнению которых именно избирательный механизм вообще, и его израильская версия, исторически сложившаяся в еврейском государстве, является стержнем демократии. В особенности, если ее процедурная база и результаты подкреплены сильными демократическими институтами – открытым общественным диалогом, критически настроенной прессой, независимо судебной системой и развитым гражданским обществом[Parmater, p.2020].
4	По целому ряду причин Израилю в этой схеме принадлежит особое место. Партийно-политическая деятельность не просто является одной из наиболее динамичных сфер общественной жизни этой страны. Значение израильских партий, во многом в силу их роли в создании и становлении израильской государственности, существенно превосходит вес аналогичных институтов в большинстве демократических стран. Во многом уникальная роль политических партий ярко проявилась еще в эпоху Британского мандата над Палестиной, когда действующие там сионистские партии в условиях еще отсутствующего национального государства, помимо собственно политической деятельности, брали на себя целый ряд обычно несвойственных партиям функций[Arian, 1997; Medding, 2010]. После провозглашения независимости государства(1948г) влияние партий возросло: партии получили доступ к министерствам и крупным государственным компаниям (в некоторых случаях фактически превратив их в свои "филиалы"), а также активно распределяли квоты на прием евреев-репатриантов, расселяя их в подконтрольных партиям кибуцах (коммунах), мошавах (кооперативных поселках) и городских кварталах. Считается, что хотя формальная конституция страны так и не была принята, в политическую систему Израиля были изначально заложены система «сдержек и противовесов», то есть те элементы гражданского общества, которые обеспечивали перевес демократических элементов в структуре израильского общества [Cohen-Almagor, 2018; Avineri, 2021].
