Biden Priorities and Possible Strategy for Palestinian-Israeli Conflict Settlement

Abstract

Israeli-U.S. relations are an important factor in U.S. policy in the Middle East. USA maintain Israel as a strategic ally and Israel was granted American “major non-NATO ally” status. United States actively influenced the Israeli regional policy. The Palestinian-Israeli conflict settlement was always America’ the most priority area. Israelis and Americans share the view that the United States has a predominant role and responsibility in the Palestinians - Israeli dispute peace-making. The two-state outcome and critical issue over Israeli settlements in the West Bank and Jerusalem was a topic of American concerns for a long time relied on bipartisanship support of Democrats and Republicans. During Osama’s  presidency D. Biden held post of deputy president and supported no new ideas for restarting negotiations between the sides of the conflict but its policies have failed, from Israel’s refusal to freeze settlement. The next Trump administration however was the “most pro-Israel ever”. Trump’s White House led a radical departure from the U.S.’s traditional role as the honest broker between Israelis and Palestinians.

Biden’s victory in 2021 signals restructure Israeli-Palestinian peace efforts, rehabilitating a durable two-state formula that establishes political, territorial, and demographic separation between Israel and the Palestinian Authority (PA). But uunlike the Obama and Trump administrations, the Biden administration doesn't see the Israeli-Palestinian conflict as a foreign policy priority. The question is: what really a Biden presidency might mean for the Israeli-Palestinian Conflict?

Разрабатываемая стратегия администрации Дж. Байдена по урегулированию палестино-израильского конфликта
1 В последние десятилетия неуклонно усиливалось влияние политической ситуации в ближневосточном регионе на мировой политический процесс. Возросшие вызовы исламского фундаментализма, угроза распространения оружия массового уничтожения в регионе, итоги «арабского пробуждения» стали новыми факторами турбулентности и непредсказуемости ближневосточного региона, влияющими на мировую политику. Проблема неурегулированности самого продолжительного этнополитического арабо-израильского конфликта также постоянно была в центре мировой общественности, и традиционно занимала особое место в ближневосточной политике Соединенных Штатов. Тактика Вашингтона на этом направлении была направлена на обеспечение беспрецедентно высокого уровня участия в планах урегулирования, однако все американские усилия по продвижению мирного процесса сталкивались с серьезными трудностями, обусловленными особенностями данного конфликта.
2 Спецификой палестино-израильского конфликта является сложнейшее переплетение исторических, культурных, религиозных и этнических противоречий конфликтующих сторон, которые чрезвычайно затрудняют возможности выполнения политических требований сторон создания двух независимых государств - еврейского и государства палестинских арабов на территории Палестины. По определению известного российского востоковеда И.Д. Звягельской, стороны противоборства «отстаивают принципы, интересы и символы, исторически сформированные в условиях конфликта»[Звягельская 30.06.2010], что затрудняет возможности внешних акторов, прежде всего США, навязать им свое видение урегулирования.
3 За последние 10 лет внутренняя и внешнеполитическая ситуация как в Израиле, так и в США неоднократно менялась, что соответственно диктовало изменения некоторых нюансов в отношениях двух стран. Сменилось руководство США – на смену демократической администрации Б. Обамы пришла республиканская команда Д. Трампа, а затем вновь началось правление Демократов во главе с президентом Дж. Байденом. В соответствии с конкретной исторической обстановкой по-новому формулировались и задачи региональной политики Израиля. Личный вклад каждого американского президента и израильского главы правительства в становление партнерских отношений двух государств иногда существенно отличался от вклада их предшественников, привнося заметные оттенки в непростой процесс развития стратегического сотрудничества [Карасова, 2019, с.9]

В годы администрации Б. Обамы (2009-2016) вице-президент Байден считался наиболее компетентным в вопросах ближневосточной политики1. Он был последовательным проводником внешнеполитической линии политики Демократической партии, и разделял идеи уменьшения чрезмерной политической и военной вовлеченности США в ближневосточные дела[Baker,13.10.2009]2. В 2010 г руководством администрации при участии Байдена был принят программный документ по внешней политике – так называемая «Доктрина Обамы»[National Security Strategy, 13.10.2009]. Главный акцент «доктрины» на ближневосточном направлении делался на примирение Америки с арабским и мусульманским миром и миротворческую деятельность на Ближнем Востоке, а также реконструкцию имиджа США как наиболее беспристрастного и эффективного третейского судьи в регионе. Последнее непосредственно касалось позиции Вашингтона по урегулированию палестино-израильского конфликта.
