Abstract

This article contains analytical description of events in four Arab countries – Algeria, Sudan, Lebanon and Iraq –in 2019, and partly touching current 2020 year. Mass protests that developed first in Sudan and Algeria and then included also Iraq and Lebanon caused attention of political analysts dealing with problems of the Middle East. One of the central questions being raised in this connection is: whether these events are continuation of the Arab Spring or a new curve in political development of the region? The author undertakes current analysis in order to answer to this question. He tries to take into consideration chronology of the events in an attempt to search political changes that took and still continue to take place during this political process. That gives a possibility both to find that features of the current process that are common with that of the “Arab Spring” and to point out those quite different from the events of 2011. 

The events in any of the four countries surely have exclusive specific features connected with concrete type of every political system as well as specific features of each political culture. But at the same time one can observe definite common trends including sharp confrontation of vast segments of society with political elites, a strong will towards democratization, deny of confessional and other divisions, a trend towards common civil national entity. One of the other common features of the current process is the absence of problematic of political Islam in the centre of the agenda. More than that, in many cases we observe a strong opposition of the protesters to any Islamist trends.

Anyhow, the process is not finished yet, therefore all the conclusions of the author have are preliminary.

1 На международной конференции Валдайского клуба, посвященной проблемам Ближнего Востока, которая состоялась в Москве 17–18 февраля 2020 г., вновь заговорили о возвращении влияния арабской улицы на развитие событий и даже всего политического процесса в регионе. Причем заговорили в тональности, близкой к бурным дискуссиям, охватившим экспертное сообщество в разгар Арабской весны [Труевцев, 2020]. В событиях 2019 г. в Алжире, Судане, Ливане, Ираке выступавшие увидели тот поворот, который может означать непосредственную проекцию будущего не только для этих стран, но, не исключено, и для всего региона.
2 В самом деле, что объединяет такие разные страны, как Алжир, Судан, Ливан и Ирак? Во-первых, это страны – либо совсем не затронутые Арабской весной, либо затронутые минимально. Во-вторых, везде это восстание против элит, против истеблишмента как такового. Везде одним из побудительных мотивов была нетерпимость к коррупции, однако также везде антикоррупционный протест моментально перерос в протест против существующих политических порядков.
3 Однако, для того чтобы выделить и общее, и особенное в этих событиях, а главное, попытаться определить их общерегиональное значение, представляется необходимым рассмотреть их несколько подробнее.

5 Массовые протесты начались в стране в феврале 2019 г. после того, как 82-летний президент Алжира Абд аль-Азиз Бутефлика, фактически недееспособный по состоянию здоровья и находившийся на лечении в Швейцарии, объявил о выдвижении своей кандидатуры на новый президентский срок. Это выдвижение было воспринято населением как политическая манипуляция, призванная сохранить власть узкой группы лиц, стоявших за спиной недееспособного президента.
6 Волнения начались 16 февраля в г. Херрате, однако уже к концу месяца охватили большинство городов и провинций страны, включая столицу. В марте протестное движение лишь усилилось, в столице трижды проходили миллионные демонстрации. Они привели к отставке правительства и ряда высших функционеров правящей партии, а 2 апреля объявил о своей отставке и президент страны. Однако и после этой отставки протесты продолжались. Требования протестующих расширились и распространились на необходимость коренной реформы всей политической системы [ТАСС, 6.09.2019].
7 В связи с продолжающимся протестным движением президентские выборы дважды отменялись и состоялись лишь 12 декабря [ТАСС, 23.11.2019]. Заявки на участие в выборах подали 145 кандидатов, однако зарегистрированы были только 5, причем все они являлись представителями существующего политического истеблишмента [Algeria Presidential Election Candidates…, 2019]. Победу на выборах одержал Абдельмаджид Теббун, бывший премьер-министр Алжира в 2017 г., набравший свыше 58% голосов. В ходе выборов он выступал как независимый кандидат.
8 Вместе с тем выборы можно считать лишь относительно легитимными, поскольку в них приняло участие менее 40% избирателей, а ряд крупных общественных объединений, таких как коалиция «Силы демократической альтернативы»1, объявили о своём отказе участвовать в голосовании. Объявили об отказе от голосования также руководители умеренных исламистских объединений, таких как Фронт справедливости и развития. Следует отметить, что все перечисленные организации составляли существенную часть политических сил, принимавших участие в движении протеста и выступавших за отмену президентских выборов с участием деятелей правящего режима. 1. В нее входят Фронт социалистических сил, Объединение за культуру и демократию, Партия трудящихся, Социалистическая рабочая партия, Союз за перемены и прогресс, Демократическое и социальное движение, Партия за секуляризм и демократию и Альянс за защиту прав человека.
