Abstract

The article shows the essence of the climate agenda of the American Democrats, assesses the participation of US companies in the development of environmentally friendly technologies for processing solid industrial and domestic waste, measures to reduce greenhouse gas emissions and energy conservation. The potential role of new technologies in deep economic restructuring is assessed, the basic principle of which should be balanced co-development with the natural environment. It is difficult to overestimate the process of transition to a nature-saving economy, bearing in mind its enormous role, first of all, in terms of easing pressure on the biosphere, as well as the prospects for the depletion of brown hydrocarbons, which significantly change the market environment. Therefore, companies need to develop a new paradigm for managing their own long-term development and competitiveness in the face of increasing resource and environmental constraint. The consequences associated with both anthropogenic activities and natural processes are increasingly causing concern not only for scientists, but also for the population of USA and many other countries. Among the clear signs of an imbalance in the ecosystem are a decrease in the area of forests and biodiversity, deterioration in the health of citizens caused by natural anomalies and environmental pollution. As a result, the planet is at risk of catastrophic damage. A separate section is devoted to the study of the role of ESG metrics in investment decisions, taking into account the accumulated experience of the United States and European countries. Provides a table with examples of ESG metrics that are taken into account by responsible investment funds when assessing the activities of companies. The author also raises the problem of utilization of harmful wastes in the USA, their processing and multiple use. All these issues need to be considered not in isolation but in a broad format of sustainable development.

ВВЕДЕНИЕ
2 Влияние на окружающую среду (ОС) и здоровье населения антропогенных и климатических факторов является для США одной из ключевых проблем, имея в виду, что они являются вторым после Китая источником выбросов двуокиси углерода и метана в атмосферу и водную среду. Выбросы углерода в 2018 г. выросли на 3,4% после снижения на 24% с 2009 по 2016 г. благодаря введённому в действие при Б. Обаме «Плану по производству чистой энергии» (Clean Power Plan) [1]. В 2020 г. объём эмиссий сократился в США на 10% из-за промышленного спада на фоне пандемии коронавируса, в мировом масштабе это сокращение составило, по разным оценкам, от 4,2% до 7,5%, что, как считает П. Таалас, генеральный секретарь Всемирной метеорологической организации, «не более, чем крошечная точка на долгосрочном графике, тогда как необходимо устойчивое сглаживание кривой» [2]. Признаки нарушения баланса экосистемы США – уменьшение площади лесов в результате пожаров, которые внесли «вклад» в повышение уровня концентрации СО2 из-за ограниченности его поглощения, и накопление промышленных и бытовых отходов.
3 Социально-правовой аспект экологической проблемы в США состоит в неравномерном распределении рисков между группами населения. В районах проживания бедноты и представителей национально-расовых меньшинств, как правило, экологическая обстановка оставляет желать лучшего: в них наблюдаются высокие профессиональные риски, концентрируются «грязные» производства и свалки токсических отходов. По итогам проведённого в Йельском университете (штат Коннектикут) анализа экологического неравенства, выходцы из Латинской Америки подвергаются воздействию 10 из 14 известных загрязнителей, почти каждый второй латиноамериканец проживает в локациях, где воздух не соответствует санитарным нормам; афроамериканцы подвергаются воздействию 13 из 14 загрязнителей.
4 В Юнионтауне, штат Алабама, — в основном чёрном городе, — 2200 жителей жаловались в Агентство по охране окружающей среды (Environmental Protection Agency, EPA) в 2013 г. на отсутствие контроля Департамента управления окружающей средой Алабамы над огромной свалкой, содержащей 4 млн т угольной золы, которую жители обвиняли в дыхательных, почечных и других заболеваниях. Пять лет спустя Агентство отклонило жалобу, заявив, что жители не доказали, что свалка вызвала их проблемы со здоровьем [3].
5 Первая вспышка протеста возникла в округе Уоррен (штат Северная Каролина) в 1982 г., где небольшая община преимущественно с афроамериканским населением была выбрана местом незаконного размещения свалки токсичных отходов. С тех пор в Агентстве по охране окружающей среды функционирует Национальный консультативный совет по экологической справедливости (National Advisory Council for Environmental Justice, NACEJ), в обязанности которого входят консультации и рекомендации по включению принципа экосправедливости (environmental justice, EJ) в программы и политику Агентства по улучшению состояния ОС и здоровья жителей общин, несоразмерно обременённых экологическими рисками [Agyeman J. 2005: 25-26]. Однако предпринятые Агентством меры были редкими и разрозненными, а с приходом в Белый дом администрации Д. Трампа деятельность Совета практически сошла на нет.
