Power and Domination in the Collective Imaginary. Factors of the (de)formation of the Political Sphere in Russia

Social relations of domination remove the original content of democratic institutions and practices. Steady development of social relations of domination is a vivid trend of recent decades. The goal of this article is to analyze the extent and nature of the domination social relations in contemporary Russia. The study uses the criteria of differentiation of political vs domination relations developed in modern conceptions of domination: generalization of rules, restructuration, arbitrary power, external control, management of a set of opportunities. The author uses data from the four waves of the all-Russian representative survey (2018, 2019, 2020,2021), conducted by the Department of Socio-Political Research of the Institute of Sociology of the Russian Academy of Sciences, to analyze and interpret it from the theoretical and methodological positions of the neoclassical republican conception of domination as arbitrary power. The article confirms and illustrates the essential differences in the collective imaginary, cognitive and motivational attitudes of citizens who rely and do not rely on their institutional protection from arbitrary power.

1	Процессы институционализации власти республиканского типа отличаются многообразием «инкарнаций» ее идеал-типических моделей. Чтобы адекватно описывать «жизненные биографии» демократических режимов и исследовать их развитие, необходимо проводить работу по более тонкой настройке традиционных и формированию новых подходов, переосмысливать и дополнять понятийный аппарат, проверять концепты и категории анализа на аналитическую и эвристическую ценность.
2	Выбор линз исследовательской оптики выполняет роль чуткого индикатора появления важных направлений в трансформации изучаемого объекта. С последней четверти прошлого века возрастает интерес к изучению политики и власти в современных политиях через призму концепта «господство». Целеполагание, принципы, механизмы и результаты республиканской политики анализируют и оценивают не столько в рамках спектра «демократический с разными прилагательными», а с точки зрения ее предрасположенности к формированию или минимизации отношений господства – институционализированной власти человека (а не закона) над человеком. В фокусе такой оптики господство – форма неполитической и, следовательно, недемократической власти – предстает одновременно следствием и инструментом политики, которая по формальным признакам атрибутируется как демократическая.
3	Эмпирически доказано, что структуры и социальные отношения господства изымают из демократических институтов и практик их примордиальные смыслы, поглощают пространство публичной политики [Господство против политики…2019; Недяк, Патрушев, Павлова, Филиппова 2019]. Господство обоснованно определяется как одна из форм социальной патологии [Honneth 2015; Структуры господства…2020]. Однако, похоже, что порог чувствительности социума к нормативному и моральному порядкам господства снижается. На Западе эту тенденцию укрепляет беспрецедентно долгое кризисное состояние представительных демократий. В нашей стране положение усложняет незавершенность институционального порядка. Структуры и отношения господства создают барьеры для утверждения универсального политического порядка и конституирования политического пространства как условия и места демократических процедур и практик [Конституирование современной политики… 2018].
4	Представленный в статье анализ влияния структур, практик и этоса господства на формирование политического пространства выполнен в рамках комплексного исследования проблем институционализации современной политики в России. На протяжении многих лет данную работу проводят сотрудники отдела сравнительных политических исследований (далее ОСПИ) в Центре политологии и политической социологии Института социологии ФНИСЦ РАН.
5	В статье используются материалы массовых опросов (2018, 2019, 2020,2021 гг.), которые ОСПИ проводил совместно с Центром социального прогнозирования и маркетинга под руководством Ф. Э. Шереги. Общий для всех трех опросов базовый инструментарий позволяет сопоставить результаты, выявить тенденции и создать единую базу размером 2400 респондентов (2018г.N700, 2019г. N700, 2020г. N1000, 2021г.N1000)¹.	1. Объем выборок репрезентативен для Российской Федерации в целом и федеральных округов РФ в частности. Отбор респондентов производился с соблюдением пропорций по численности населения в возрасте 18 лет и старше в федеральных округах, по типам поселений, а также с учетом квот по социально-профессиональным группам. Обследование проводилось во всех федеральных округах, в 21 субъекте РФ. Обработка полученных данных осуществлялась с использованием программы IBM SPSS Statistics.
