Abstract

The economic successes achieved by the PRC in recent years naturally raised the question of the possibility of converting the national monetary unit (yuan) into an international currency, which would play a significant role in servicing the country's foreign trade and investment relations, and in the turnover of global currency and financial markets. An effective solution to this problem can provide China with a number of long-term geopolitical and economic advantages; in particular, it would significantly increase the competitiveness of the financial system and the inflow of foreign capital into it.

The basic prerequisites for the internationalization of the yuan have already been established: in terms of GDP and exports of goods and services, the PRC is one of the leading countries in the world, with significant foreign exchange assets accumulated, that ensure the stability of the financial system. For the successful promotion of the national currency abroad, there are still some obstacles, in particular, the free convertibility of the yuan has not been introduced and the capacity of the financial market is insufficient, which reduces the interest of foreign investors in the yuan.

The emergence of the Chinese national currency as a full-fledged international currency implies a significant increase in its role in foreign trade operations of the PRC, an increase in the use of yuan financial instruments for placement by non-residents of private savings and official reserves, a further increase in volumes and diversification of conversion operations with the yuan in the domestic and foreign currency markets.

1 Концепция интернационализации валюты. Первые обсуждения проблемы международного использования юаня приходятся на конец 2008 г. – начало 2009 г., они связаны с мировым кризисом. Финансовый сектор был частично открыт для иностранных компаний, а рынок капитала стал более доступен для зарубежных инвесторов. В результате смягчения контроля над движением капитала и валютного регулирования появился офшорный рынок юаня [12]. На протяжении 10-х годов XXI века продолжилась трансформация финансового законодательства. В середине 10-х годов произошли значительные события, повлиявшие на китайскую валюту: частичная либерализация счета операций с капиталом платежного баланса КНР и прямых иностранных инвестиций, внедрение дорожных карт для трансграничного кредитования в юанях [13]. Изменения в международных валютных отношениях требовали соответствующих усилий со стороны руководства страны в плане поддержания общемирового статуса юаня.
2 Под интернационализацией денежной единицы в экономической теории подразумевается использование валюты какой-либо страны в международных операциях. В целом использование денежной единицы характеризуется несколькими признаками. Во-первых, проведение торговых операций в указанной валюте; во-вторых, стабильность ее покупательной способности; в-третьих, развитый рынок капитала с широким набором финансовых инструментов и высоколиквидным вторичным рынком. Все это возможно при наличии либерального валютного законодательства, позволяющего свободно перемещать через границу средства в валюте. По большому счету, интернационализация валюты на практике отражает теоретическую концепцию денег.
3 На уровне национальной экономики традиционная теория определяет три функции денег – средства обращения, сбережения, а также меры стоимости. Некоторые отечественные экономисты добавляют еще функции средства платежа и мировых денег, которые зарубежными специалистами не признаются. На международном уровне деньги выполняют аналогичные функции, однако существует ряд отличительных моментов. Хотя теория и не определяет в явном виде международные функции денег, можно отметить, что только во внешнеэкономических отношениях присутствуют такие вещи, как валюта фактурирования и номинирования активов с обязательствами; валютные резервы денежных властей; ключевая валюта базы котировки в конверсионных операциях.

По мнению китайских специалистов, степень международного использования китайской валюты не отражает положения народного хозяйства Китая в мире. Например, в 2020 г. доля ВВП КНР (по ППС в постоянных ценах 2015 г.) в общемировом производстве товаров и услуг составляла 20,6% (Рис. 1)1, Китай является крупным нетто-кредитором, однако доля юаня в международных операциях крайне низка – по большинству позиций менее 5%.
