Abstract

This article analyzes the role of French diplomacy during the work towards the Washington treaty signed in 1949 which led to the emergence of the North Atlantic alliance - NATO. In order to describe the background of North Atlantic alliance the article presents several examples of information concerning French leadership’s vision of the Western politico-military integration in 1945-1949. The present article explores the evolution of position of Paris on the German problem and its impact on the formation of North Atlantic alliance. Author of the present study describes the dynamics of Washington exploratory talks on security (1948-1949) that preceded the emergence of the North Atlantic alliance and reaction of Paris on certain changes in the position of the USA during this period. The present article analyzes the course of consultations between the interested parties on the potential membership of several countries (including Italy and Norway) in the future alliance and studies the destiny of several preliminary projects of the Washington treaty considered by the states participating in Washington exploratory talks in 1948-1949. According to the findings of the article, the French diplomacy sought to conclude the North Atlantic treaty on the conditions which were not totally corresponding to the plans of the United States. This study claims that, having made concessions on the majority of questions that caused disagreements among the future signatory countries of the Washington treaty including the problem of organization of the command of the armed forces of North Atlantic alliance and of the obligations of signatory countries in the case of an armed attack on one of them, the French authorities arrived to significantly affect formulation of several points of the Washington treaty (in particular a formulation of the point concerning the limits of territory covered in 1949 by the North Atlantic alliance’s military guarantees). This article also analyzes the arguments reiterated by the French Minister for Foreign Affairs R. Schuman in favor of the Washington treaty ratification and in general the reaction of different French political forces on the signature of this document.
