Abstract

The article considers one of the most relevant and, at the same time, the most controversial topics of international politics – tackling climate change (global warming). The author attempts to answer a question: is the global climate agenda a natural priority, or is it being promoted intentionally? On the one hand, global warming is a scientifically acknowledged process, encouraged by industrial emissions of greenhouse gases (carbon dioxide, methane, etc.), which may be harmful and dangerous for the environment and for humanity. On the other hand, climate change is one of many serious environmental problems that require urgent solution (such as water and soil pollutions, deforestation and desertification, loss of species, plastic waste and other). The question is: for what reason has the global warming been gaining increased attention for the last decades, primarily from Western states which not only proclaimed it their chief political goal, but have also been consequently promoting this agenda in the international arena? The Framework Convention on Climate Change (UN FCCC) adopted in 1992 at the UN Earth Summit in Rio de Janeiro, with the additional Kyoto Protocol of 1997 and then the Paris Climate Agreement of 2015, aimed mainly at the reduction of greenhouse gas emissions worldwide, undergo a yearly “stock-taking” and promotion at the UN Climate Conferences. The European Union and its leading states (Germany and France) as well as the United States were the first to declare a “green transition” meaning a full decarbonization of their economies by 2050, expecting the rest of the world to follow this path as well. They have already spent billions of dollars for climate aims, including direct assistance to “fragile states”, and are ready to spend much more in the near future. Regular informal meetings at high level (the World Economic Forum in Davos, the Bled Strategic Forum) have also been mostly devoted to the climate agenda in recent years. Analyzing the results of climate-related events of the last decades and especially the last years, the author comes to a conclusion that the global climate agenda in its current form is being promoted intentionally and is a new form of struggle for world economic and political leadership.

ВВЕДЕНИЕ
2 Глобальная климатическая повестка – круг проблем, касающихся борьбы с изменением климата (глобальным потеплением) – является важной составляющей более широкой экологической повестки. В результате многовекторных политических и экономических процессов именно она оказалась сегодня в эпицентре мировых противоречий. В данной статье предпринимается попытка ответить на вопрос: сложилась ли такая ситуация естественным образом или же это результат целенаправленных действий?
3 Пандемия новой коронавирусной инфекции COVID-19, начавшаяся как эпидемия в Китае в конце 2019 г.1, способствовала заметному усилению “зеленого” вектора в мировой политике и экономике. Это было связано, с одной стороны, с заметным снижением уровня антропогенного загрязнения воздуха и воды во время вынужденной экономической паузы (2020 г.), возникшей из-за карантинных мер государств и регионов Земного шара, с другой, – с экспоненциальным ростом пластикового загрязнения в результате увеличения спроса на одноразовые медицинские изделия, предметы из пластика, упаковку и др. Актуализация “зеленой” повестки в политике и экономике стала реакцией на эти события и процессы: быстрое “очищение” окружающей среды в период резкого снижения экономической деятельности продемонстрировало не только масштаб антропогенного загрязнения земных сфер, но и восстановительные возможности экосистемы; увеличение объемов пластикового мусора (и ранее являвшееся серьезной проблемой) в свою очередь поставило ребром вопрос о необходимости серьезной, планомерной работы по его утилизации. 1. Пандемия была объявлена ВОЗ 11 марта 2020 г.
4 Однако последовавший вскоре масштабный геополитический кризис, нараставший в течение 2021 г. и вошедший в свою острую фазу в конце февраля 2022 г. в связи с началом Специальной военной операции (СВО) РФ на Украине,, привел к “энергетической войне” между “коллективным Западом” и Россией, вытеснив “зеленую” повестку на задний план. Западные санкции против РФ и политика этих стран (прежде всего Европейского союза) по отказу от импорта традиционных российских энергоносителей (в первую очередь нефти и газа) в короткие сроки привели Европу к необходимости искать им срочную замену вплоть до возобновления работы ранее законсервированных угольных электростанций и усиления роли атомной энергетики в ЕС2. Это полностью противоречит “зеленому” тренду последних десятилетий, в котором именно Западная Европа выступала в роли мирового локомотива. 2. Угольная энергетика считается наиболее “грязной”, поскольку дает большой объем выброса в атмосферу парниковых газов (особенно углекислого газа – CO2). Атомная энергетика, в свою очередь, была признана опасной еще в 1980-е годы, и до последнего времени в ряде европейских стран (Италии, Германии, Бельгии, Швейцарии, Испании и др.) проводился курс на постепенный отказ от нее и закрытие АЭС.
5 Согласно последним заявлениям европейских лидеров, отказ от ископаемых энергоносителей3 ускоряет переход к “зеленой” (безуглеродной) энергетике и экономике в целом4. Так, на XVII Международном стратегическом форуме в городе Блед (Словения)5 29–30 августа 2022 г. глава Европейской комиссии (ЕК) Урсула фон дер Ляйен заявила: “Сейчас ЕС в рамках инициативы REPowerEU6 выделит 300 млрд евро инвестиций, чтобы осуществить зеленый переход и завершить эру русского ископаемого топлива в Европе” [1]. Однако факты говорят об обратном: возобновляемые источники энергии (ВИЭ)7 на данном этапе не способны покрыть энергетические потребности Европы (и тем более – всего мира). Признание Еврокомиссией в 2021 г. атомной и газовой энергетики как “чистых” на период “зеленого транзита” [ист-ки 1, 2] свидетельствует как раз о том, что в настоящее время им нет реальной альтернативы. В июле 2022 г. Европарламент отклонил проект резолюции с требованием к ЕК отказаться от этой позиции и также де-юре признал атом и природный газ “чистыми” видами энергии [ист. 2]. 3. Традиционные источники энергии – ископаемые виды топлива (уголь, нефть и газ), на формирование которых уходят сотни миллионов лет, – являются невозобновляемыми ресурсами. При сжигании ископаемого топлива для производства энергии происходят выбросы вредных парниковых газов в атмосферу, в связи с чем традиционные источники энергии считаются экологически “грязными”.

4. “Зеленый переход” (транзит) – переход к экологически чистой экономике с нулевыми выбросами парниковых газов (в первую очередь углекислого газа и метана) в атмосферу Земли.
