Factors of Internationalization of Developing Countries’ Currencies in the Post-COVID‑19 Economy

Abstract

Over the past three decades, economic transformations and dynamic growth in a number of developing countries have led to a significant increase of their role in the global economy. However, despite the shift in the centre of global economic activity from West to East, the US dollar continues to dominate the international monetary system. The COVID-19 pandemic has disrupted sustainable trade and financial flows, limiting the access of governments and companies in developing countries to international liquidity. The global recession has increased the importance of regional and local factors in the recovery of global economic growth. The current trends in the regionalization of international economic relations, along with the need to finance external debt, create objective prerequisites for a more active use of the currencies of developing countries in the international monetary system. To identify this potential, the authors conducted a comparative analysis of the current positions of developed and developing countries in the world economy and world finance. Internationalization of developing countries› currencies in the international monetary system depends on creation of a number of favourable macroeconomic, institutional and structural conditions. Macroeconomic conditions are: control over the dynamics of nominal per capita income to ensure competitive advantages for exporters; an increase in the share of sovereign debt obligations as a potential reserve asset in the total volume of external debt; improving the performance of the international investment position by increasing the share of high-yield assets of developing countries. Institutional conditions include the internationalization of high-tech companies and the creation of nationally oriented mechanisms and standards for regulating financial markets. The development of existing and creation of new payment and settlement systems based on digital currencies and distributed ledger technology are the main structural conditions for increasing the international competitiveness of the developing countries’ currencies. The authors conclude that only a comprehensive implementation of these conditions will provide a more decentralized nature of the international monetary system in the long term.

СТРУКТУРНЫЕ ТРАНСФОРМАЦИИ
1 В последние десятилетия все бо́льшую роль в мировой экономике и мировых финансах играют развивающиеся страны. С 1999 по 2019 г. их удельный вес в мировом ВВП увеличился с 42.6 до 56.9%, а в мировом объеме экспорта товаров и услуг – с 22.4 до 37% [1]. Хотя в 2020 г. пандемия COVID-19 вызвала снижение общемирового размера входящих прямых иностранных инвестиций на 42%, доля развивающихся стран в их совокупном притоке, напротив, выросла до рекордных 72% [2]. Улучшение национальных экономических показателей развивающихся стран в рассматриваемый период способствовало быстрому росту их банковского сектора [3]. В 2019 г. из 100 крупнейших банков мира по размеру активов более четверти составили банки развивающихся стран [4].
2 Ковидкризис негативно повлиял на динамику экономического роста развивающихся стран, спровоцировав экономическую рецессию, падение доходов от внешней торговли, девальвацию национальных валют. Финансовые рынки во всем мире пострадали от пандемии COVID-19, что ограничило доступ компаний и правительств развивающихся стран к международной ликвидности [5]. По оценкам Института международных финансов, чистый отток капитала из развивающихся стран в 2020 г. составит 224 млрд долл. [6]. Несмотря на снижение процентных ставок центральными банками ряда ведущих развивающихся стран, стоимость обслуживания их долговых обязательств увеличилась [7]. Совокупность перечисленных факторов усложнила финансирование текущих внешних долговых обязательств. Более 90 развивающихся стран обратились за финансовой помощью к Международному валютному фонду (МВФ) [8]. Однако, как свидетельствует многолетний опыт работы МВФ в странах Латинской Америки, Африки, СНГ и других регионах, реализация жестких макроэкономических программ Фонда не всегда способствовала восстановлению экономики, а нередко имела противоположный эффект [9].
3 В сложившихся условиях проблемы с доступом к международной ликвидности препятствуют устойчивому экономическому росту развивающихся стран и их интеграции в мировую валютную систему (МВС) на паритетных началах. Для выявления путей преодоления несоответствия между ролью развивающихся стран в мировой экономике и степенью использования их денежных единиц в обслуживании международных трансакций представляется целесообразным провести сравнительный анализ текущих позиций развитых и развивающихся стран в мировой экономике и мировых финансах. В данном контексте рассмотрим развивающиеся страны, доли валют которых в обороте международного валютного рынка превышают 1% – это КНР, Мексика, Индия, Россия, ЮАР, Турция и Бразилия (в дальнейшем именуемые БРИКС+2)1. 1. По данным Банка международных расчетов, валюты Сингапура, Гонконга, Южной Кореи и Тайваня также преодолевают 1%-й порог. Однако МВФ на протяжении многих лет включает эти страны в категорию развитых, поэтому во избежание методологических некорректностей они исключены из анализа в рамках данной статьи.
4 Исторически интернационализация валют зависела от множества факторов, включая экономический и геополитический размер государства, развитость финансовой инфраструктуры, устойчивость внутреннего экономического развития, особенности проведения внешнеэкономической политики и регулирования финансового сектора, характер мировой конъюнктуры, шоковые события, позиции стран-партнеров и др. Данное исследование фокусируется на определении благоприятных макроэкономических, институциональных и структурных условий, которые могут способствовать более активной интернационализации валют группы стран БРИКС+2.
