Central Europe in the Pandemic Era: First Economic Results

Abstract

The article analyzes the response of the Visegrad Group countries to the 2020 pandemic. Measures are outlined that were taken by Hungary, Poland, Slovakia and the Czech Republic to support their economies, including efforts to stabilize labour markets and measures for several most affected sectors. The author assesses the main economic indicators of the Visegrad countries during the first half of 2020 in the light of the consequences of imposed restrictive measures. The reaction of the Visegrad economies to the pandemic correlates with the pan-European reaction. Special attention is paid to the condition of the foreign trade sector of the “four” members, which plays an important role in their economies. The dynamic of foreign trade relations of Hungary, Poland, Slovakia and the Czech Republic with the European Union and Russia during the pandemic is analyzed. Mutual trade flows within the Visegrad Group are evaluated in the light of opportunities to compensate downturns in other markets. Possible prospects for the development of the Visegrad Group after the pandemic are considered. The existing forecasts of the Group’s countries development are analyzed. The factors influencing the recovery process in the Visegrad countries are given. The consequences of COVID‑19 will affect many sectors of Hungary, Poland, Slovakia and the Czech Republic, which will not be able to cope with them without the EU support. Realization of opportunities including the emergence of more innovative elements in their economies that meet the challenges of the 21st century, will also depend on the members of the Visegrad Group themselves.

1 Кризисные процессы, возникшие по всему миру вследствие пандемии в 2020 г., затронули многие сферы жизни людей и хозяйства стран. Не стали исключением и государства Центральной Европы, которые одними из первых стали вводить жесткие ограничения во избежание резкого роста заболеваемости [1]. Страны Вишеградской группы относительно успешно справились с проблемой заболеваемости в период первой волны COVID-19, когда показатели в “четверке” были лучше, чем во многих других государствах Европы. При первой встрече с распространением коронавируса руководство центральноевропейских стран, как, впрочем, и многих других государств, сделало выбор в пользу социальных факторов, смирившись с неизбежными негативными последствиями для экономической сферы. В период начавшейся осенью второй волны пандемии власти пытаются найти баланс между социальными и экономическими рисками, учитывая опыт весенних ограничений.

Уже сейчас можно констатировать, что борьба с COVID-19 дорого обошлась странам Вишеградской группы. Провести окончательную оценку можно будет только после завершения пандемии, однако очевидно, что на урегулирование ситуации потребуются значительные финансовые ресурсы.
4 В целом по сравнению с весной ограничения, введенные в период второй волны пандемии, были более мягкими. Согласно индексу GRSI1, Оксфордского правительственного трекера реагирования на COVID-19 (OxCGRT), на 10 ноября 2020 г. он составил для Венгрии 54.41 (на 1 апреля 2020 г. – 76.85), Польши – 71.3 (81.48), Чехии – 73.15 (82.41), Словакии – 73.15 (75.0) [2]. Многие меры, принятые в регионе, имели схожий характер и были направлены на поддержку отдельных, наиболее пострадавших секторов, малого и среднего бизнеса, а также на избежание резкого ухудшения ситуации на местных рынках труда. 1. GRSI (Government Response Stringency Index) – индекс жесткости реагирования правительства базируется на основе оценки 18 различных индикаторов. Значение, равное 100, соответствует максимальным ограничениям, 0 – отсутствию ограничений.
5 В Чехии расходы, связанные с пандемией, составили 2.2% ВВП, в том числе компенсации от освобождения от налогов – почти 1.8% ВВП [3, р. 9]. На 2021 г. создан резерв в размере 4% ВВП. Непредвиденные расходы в связи с коронавирусом потребовали неоднократных корректировок государственного бюджета и увеличения его дефицита: сначала с 1.5 до 7.4 млрд евро, в дальнейшем – до 18.5 млрд евро.
6 Весной в стране была принята специальная программа, согласно которой государство компенсирует расходы на заработную плату сотрудников тем работодателям, которые испытывают проблемы с ликвидностью. Кроме того, предусмотрены государственные компенсации компаниям за аренду помещений. Отдельная поддержка выделена для самозанятых и малых предприятий. Среди секторальных мер помощь была оказана сельскому и лесному хозяйству, туристическому бизнесу, включая гостиничный сектор, транспорту и инфраструктуре в целом. Позднее поддержку получили сферы культуры и спорта, включая такие меры, как снижение НДС на 5 п.п.
