Abstract

The centuries-old history of Kurds, who inhabit an intersection straddling the territory of the Middle East, Caucasus and Central Asia, is replete with tragic events that have been laid down in the collective memory of the Kurdish people. Kurds have remained to be a divided ethnic group residing in the cross-border regions of Turkey, Iraq, Iran and Syria. Kurds entered into complicated relationships with the titular nations of these states, which sometimes grew into fierce conflicts, including even Iraq where Kurds succeeded in gaining broader powers of autonomy. This factor has caused an increasingly tangible impact on the policies of the Middle Eastern states, as well as on global affairs. The underlying disunity is a salient feature of the Kurds’ relations with external actors, but it is also an inherent element of the relationships among themselves. Wide-ranging differences in the ethno-confessional structure, language, culture, customs and traditions, self-identification and interests of the elites provide a substantiation to refer the communities with Kurdish residents to the “deeply divided” category. That is why the theory of deeply divided societies is the most efficient mechanism for conducting research into the Kurdish communities, alongside the theories of symbolic politics and social movement. The article reviews the problem of Kirkuk considered as a contentious and disputed hybrid territory: the topic has recently been enthusiastically tackled in a highly relevant discourse among researchers. The development of the situation in the region, including the growing sense of the Kurds’ national identity, allows us to assume that the Kurdish problem is not likely to lose its political poignancy in the foreseeable future, remaining a factor capable of generating a conflict within the states of Kurdish settlements.

1 Одна из бесспорных черт динамично меняющейся сегодня ситуации в регионе Ближнего и Среднего Востока – быстрый рост национального самосознания курдов и усиление их роли в экономической и политической жизни государств, где они традиционно проживают. Примыкающие друг к другу территории компактного массового расселения курдов расположены в имеющих общие границы государствах региона: в Турции, где находится самая многочисленная курдская община – по разным оценкам (точной статистики нигде нет), около 15 млн человек; Ираке – более 5 млн, Иране – более 5 млн (по некоторым данным, до 8 млн), Сирии – более 2 млн человек. Менее многочисленные курдские общины населяют и некоторые другие государства, в том числе Южного Кавказа, куда они переселялись с середины XIX в.1 Вышеназванные территории курды считают своей исторической родиной, на которой они не просто живут с древности на протяжении многих веков, но и составляют в отдельных случаях большинство населения (и в таком смысле термин “меньшинство” к ним неприменим). На этом основании курды рассматривают себя как “разделенный народ” и часто говорят о “Курдистане”, под каковым понимают всю совокупность территорий, на которых этот народ проживает. 1. Известный французский исследователь Жиль Кепель говорит о 40 млн “курдофонов” [1, р. 397].
2 Считается, что первым название Курдистан использовал один из сельджукских султанов в XII в. [2, р. 78]. Согласно утверждению известного курдского художника и историка Фархата Пирбалу, это был последний султан из династии Великих Сельджуков Санджар (XI–XII вв.), который в 1150 г. создал автономный район для курдов [3, р. 554]. Курдистан часто упоминается в фундаментальной исторической хронике “Шараф-наме” (см. о ней ниже).

При этом нельзя не заметить, что курды ввиду объективных и субъективных обстоятельств упустили предоставленную им после Первой мировой войны возможность создания собственной государственности на территории бывшей Османской империи (об этом подробно см. [3]). В трех Статьях (62, 63 и 64) заключенного в 1920 г. Севрского договора предусматривались создание там трех автономных курдских областей и возможность обращения курдов в Лигу Наций с просьбой о предоставлении им независимости. Но вот в Лозаннском договоре 1923 г. курды не упоминались[4]. Впрочем, историк Дэвид МакДоуэлл полагает, что период между 1918 и 1925 гг. давал курдскому народу “золотой шанс” [5, р. 9].
4 Впервые воссоздал историю курдов и заявил о них в 1597 г. как о народе, обладающем собственной идентичностью, правитель эмирата Битлис Шараф-хан (его полное имя – Шараф ад-Дин Битлиси), который создал эпос “Шараф-наме”, прославивший эмира как историка [6, c. 51]. Книга была написана на персидском языке, и, по мнению ученого из Карлтонского университета (Канада) Яффера Шейхолислами (Jaffer Sheyholislami), она стала первым фундаментальным источником по истории курдов. Труд эмира-историка в наше время увидел свет и в русском переводе [7; 8].
