Abstract

Amendments to the Constitution of the Russian Federation were approved in a nationwide vote on July 1, 2020. According to one of them, the State Council of the Russian Federation, which has been functioning since 2000, is defined as a constitutional state body, which, in accordance with the provisions of the constitutional amendment, is formed by the President of the Russian Federation. The goals of the State Council are to ensure the coordinated functioning and interaction of public authorities, to determine the main directions of domestic and foreign policy of Russia and priority directions of socio-economic development of the state. The new provisions of the Constitution (clause "e5" of article 83) establish that the status of the State Council is determined by Federal law. This article analyzes the evolution of the State Council. The strengthening of its status is predetermined by constitutional amendments and the adoption of a special law.
