Abstract

Participation of a country in global value chains is highly dependent on types of interaction with its major trading partners. The purpose of current research is to uncover the US influence on the Canadian pharmaceutical industry insertion into global value chains. The first part of the analysis is devoted to key trends of the US and Canadian pharmaceutical industries development under the expansion of global value chains. As a result, the following hypotheses are investigated: (1) Canada's participation in pharmaceutical value chains is mostly regional other than global; (2) Canada’s regional value added is primarily generated through cooperation with the US pharmaceutical sector; (3) dominant positions of the US corporations on the world as well as Canadian pharmaceutical markets stifle Canada’s integration into global value chains. The second part of the research describes the quantitative approach to the hypotheses testing. For instance, data from the World Input-Output Database is used to calculate the origin of value added based on the geography and product type (national and foreign value added in the exports of final and intermediate goods). The final part of the paper deals with the data interpretation and contains conclusions. Namely, it was found that pharmaceutical GVCs in North America are in fact regional for most countries and Canada is not the exception (first hypothesis proved). Further, foreign value added content of Canadian pharmaceutical exports is primarily generated in the US (second hypothesis proved). At the same time, the last hypothesis has not gained support in current research. The share of foreign value added growth during the period of 2002-2014. Thus, it can be stated that Canada has a positive experience of integration into GVCs under dominant trading partner.

1 В последнее десятилетие глобальные цепочки создания стоимости (ГЦСС) стали объектом пристального внимания зарубежных и российских исследователей. Разнообразие тематики научных работ в данной области обусловлено, с одной стороны, неоднозначностью процессов, влияющих на формирование и развитие ГЦСС, с другой, превращением самих ГЦСС в важный фактор изменений в мировой экономике.
2 Эффективное включение в ГЦСС, обеспечивающее сохранение национальной конкурентоспособности на тех этапах, где генерируется наибольшая добавленная стоимость, – ключевая задача для любого государства. Решить ее без понимания процессов, происходящих в странах-партнерах, невозможно. Наиболее тесная взаимосвязь и взаимозависимость традиционно складывается между странами, расположенными в одном регионе и имеющими общую территориальную границу. Очевидно, что существенное влияние на степень участия и характер включения национальной экономики в ГЦСС будут оказывать такие характеристики, как размер, уровень и динамика экономического развития стран-партнеров, конкурентоспособность отдельных отраслей на мировом рынке, деятельность транснациональных корпораций и др.
3 В качестве примера для детального исследования влияния партнеров на включение в ГЦСС была выбрана Канада, которая находится в тесной взаимозависимости с США. Такой выбор обусловлен высоким уровнем развития двух стран, наличием в них крупных транснациональных корпораций, обеспечивающих развитие глобальных цепочек создания стоимости. Цель исследования – оценка влияния, которое оказывают США на включение канадской фармацевтической промышленности в ГЦСС. На начальном этапе рассматриваются ключевые тенденции развития фармацевтической промышленности Канады и США, затем формулируются основные гипотезы участия Канады в ГЦСС и влияния США на этот процесс. Предложена методология количественной оценки вклада канадской фармацевтической промышленности в создание региональных и глобальных цепочек стоимости.

ФАКТОРЫ, ВЛИЯЮЩИЕ НА УЧАСТИЕ ФАРМАЦЕВТИЧЕСКОЙ ОТРАСЛИ КАНАДЫ В ГЦСС

5 Фармацевтический рынок Канады занимает восьмое место в мире по объему продаж. Согласно данным BMI Research, в 2016 г. продажи фармацевтических препаратов на нем достигли 19.5 млрд долл. США. При темпах роста 3.1–3.4% в год к 2026 г. они могут увеличиться до 26.5 млрд. долл. США [1, pp. 7, 11]. Размер рынка, его достаточно быстрый по сравнению с другими развитыми странами рост, а также высокий уровень подушевых расходов на лекарства делают Канаду одной из наиболее привлекательных стран мировой фарминдустрии.
6 Крупнейшие фармацевтические корпорации базируются главным образом в США (18 производителей), Японии (8), Германии (4), Швейцарии, Ирландии, Великобритании (по два производителя) [2, c. 10]. Однако при анализе влияния ТНК на развитие ГЦСС основной интерес представляют компании, не столько показывающие большие обороты, что может обеспечиваться за счет объемов национального рынка, сколько имеющие наибольший размер зарубежных активов и, следовательно, развитую глобальную производственную сеть. Согласно ЮНКТАД, в 2017 г. 12 из 100 крупнейших нефинансовых корпораций мира по объему активов за рубежом представляли именно фармацевтическую отрасль. В их числе американские Johnson&Johnson, Pfizer и Amgen, швейцарские Novartis и RocheGroup, ирландские Allergan и Shire, британские GlaxoSmithKline и AstraZeneca, а также французская Sanofi, немецкая BayerAG, израильская Teva Pharmaceutical Industries [3].
