Abstract

Interstate military alliances have long been in the lens of theoretical and empirical research of international relations scholars. The classical view of alliances treated them as a tool for balancing amongst roughly equal players in a multi-polar anarchical environment. Meanwhile, the practice of international relations at least from the second half of the 20th century testifies to the rise of asymmetrical alliances as a new major type of military-political institutions. In such formations, a hegemon, characterized by an overwhelming preponderance in terms of its aggregate material (primarily military) capability cooperates with one or several largely inferior players from the standpoint of their comprehensive power. Traditional balancing theories are not in a position to satisfactorily account for the motivation and dynamics of the parties’ behavior in alliances of this type. In the present study, based on an analysis of voting data in the UN GA and on the record of supporting U.S. actions against both Iraq in 2003 and ISIS in 2014–2017, the authors offer their theoretical explanation of the logic of participants’ conduct in asymmetric alliances. They hypothesize and evidence that in exchange for military security guarantees, small and middle countries provide legitimization of unpopular foreign policy actions of the hegemon. The exchange of different types of goods represent the second type of asymmetry in the studied institutions. There is also a third dimension to it: whereas commitments of major powers are formally recognized in alliance establishing agreements, political obligations of its weaker partners remain mostly informal. However, this lack of legal expression of the allegiance to the hegemon could, the authors argue, turn out in the latter’s own interests, as it increases the legitimating effect of support from the allies. In addition, a side effect of building a global client network of junior partners is the cementation of hierarchic structures under the patronage of the United States. The latter is an attempt by Washington to limit and ultimately transcend both the anarchic nature of the international environment and the ensuing low predictability of the global security environment.

1 В основной массе работ по теории международных отношений целевое назначение межгосударственных альянсов, как правило, определяют в терминах "внешнего балансирования", то есть достижения и поддержания великими державами общесистемного равновесия посредством взаимного коалиционного сдерживания. При этом альянс, иначе – официально оформленный военно-политический союз двух и более государств, видится лишь дополнительным (и гораздо реже – альтернативным) источником максимизации собственного силового потенциала в системе, где анархия продолжает оставаться ведущим порядкообразующим принципом, а лозунг “помоги себе сам” диктует базовую логику индивидуальных действий субъектов [1; 2].
2 На первый взгляд, закономерно и даже естественно то обстоятельство, что значительная часть этой же группы авторов, тяготеющих преимущественно к реалистскому миропониманию, оценивая преимущества и ограничения внешнего и внутреннего балансирования, отдают предпочтение “балансированию внутреннему”. Союзнические договоренности они обычно характеризуют с изрядной мерой сомнения, отмечая их незначительную надежность, а следовательно, и стратегическую ценность [3]. И это – несмотря на то, что за последние годы опубликовано несколько авторитетных эмпирических исследований, в которых с опорой на обширный фактический материал и детальный анализ условий союзнических соглашений такой скепсис частично опровергается. Описанная в них международная практика подтверждает в целом весьма высокий уровень верности государств взятым на себя обязательствам по взаимному или одностороннему обеспечению безопасности [4].
3 В то же время глубина теоретического проникновения в онтологию союзнического поведения государств неудовлетворительно мала. Во-первых, сам по себе факт констатации эффективности международных альянсов как инструмента балансирования ничего не сообщает нам о динамике и мотивах действий сторон в процессе их формирования и функционирования. Но самое главное – не разработано внятной типологии альянсов с точки зрения соотношения сил между участниками альянса, как нет и корреспондирующей с этой типологией теоретической рефлексии по поводу различий в поведении и стратегии государств. Фактически, за исключением считанного числа работ системно-структурного направления (например, К. Уолтц и Ст. Уолт), в литературе относительно немного специальных публикаций, освещающих и анализирующих ситуации, при которых вхождение в альянс одного или несколько участников государств – в силу их исходно малого потенциала – не приводит к смещению общего баланса сил в ту или другую сторону. Между тем, как будет показано ниже, ситуации именно данного типа в новейшую историю – уже не девиация, а норма suo jure.
4 В самом деле, в согласии с устоявшейся трактовкой принятие на себя государствами военно-политических обязательств полагается наиболее типичным для равновесной полицентричной системы, в которой несколько сопоставимых по комплексной мощи игроков стабилизируют систему, сочетая в отношениях друг с другом стратегии конфронтации и коалиционного балансирования [5]. Для нужд реализации последней стратегии и нужны военно-политические союзы, или альянсы.
