Abstract

The article deals with the issue of organizing information support for the formation of project competence of the head of an educational organization in modern socio-economic conditions characterized by the processes of globalization of social relations, production processes and activities based on their digitalization. It is shown that the possibilities of additional professional training programs alone, the development of which is a traditional way of developing professional competence, are not enough for the full disclosure of the potential of project activities by the head of an educational organization. To solve this contradiction, it is proposed to use the capabilities of global digital reality. To this end, the authors of the article attempted to determine the essence of modern information support for the formation of project competence of the head of an educational organization. The structure and content of practical activities in the implementation of information support for the formation of competencies of the head of an educational organization in the field of project management and digitalization conditions are proposed.

1 Введение. Современные социально-экономические условия характеризуются процессами глобализации всех сфер жизни общества посредством цифровых технологий коммуникации. Глобальная цифровая реальность открывает новые возможности общественных отношений, процессов производства и деятельности. Это можно понимать как смену исторической эпохи, что несет в себе изменение культуры, ценностных основ деятельности, форм общественного сознания, отношения человека к себе, к другим, к делу и к миру в целом.
2 Такие перемены неизбежно сказываются и на системе образования. В условиях цифровой экономики значение образования многократно возрастает в силу того, что оно обеспечивает первоначальное накопление её производственного ресурса – человеческого капитала – посредством формирования, непрерывного и преемственного совершенствования общих и профессиональных компетенций [3].
3 Традиционная, индустриальная по своему типу система образования продолжает функционировать в условиях стремительного развития глобальной цифровой реальности, формируя при этом у человека компетенции, пригодные для устаревающей экономической системы [3]. Иначе говоря, существующая сегодня система образования не в состоянии обеспечить формирование социально-экономических отношений, способов мышления и деятельности, удовлетворяющих требованиям цифровой организации жизнедеятельности общества. Это является своего рода парадоксом, заключающимся в том, что существующая «сегодня» и созданная «вчера» система образования должна удовлетворить потребности дня «завтрашнего».
4 Решению выявленного противоречия должен способствовать пересмотр требований и подходов к содержанию, формам и методам образования, что невозможно без внедрения новых технологий управления образовательными системами и структурами.
5 По мнению О.Е. Кропотиной, в современной системе управления можно выделить два основных подхода: процессное управление и проектное управление [7]. При этом процессное управление в основном используется в тех случаях, когда необходимо обеспечить оптимальное функционирование действующих в организации процессов, то есть речь идет об администрировании текущей деятельности [15]. В ситуациях, когда необходимо получить заранее определенный результат – например, новые результаты образования в новых реалиях ограничения времени и ресурсов, обосновано применение проектной технологии управления [7, 15]. Другими словами, оптимальной технологией управления развитием образовательной организации в современных условиях выступает технология проектного управления.
6 Понимая проектную деятельность как организованную работу по созданию оригинального продукта (проекта), можно определить процесс формирования проектной компетентности как необходимое условие для решения профессионально значимой задачи, имеющей целью приобретение и развитие умений и навыков, личностных качеств, необходимых современному руководителю образовательной организации [4].
