Abstract

In the 21-st century, Somalia remains one of the epicenters of instability in Africa. The country is suffering from state fragility, terrorism and different non-traditional security threats, which already obtain regional dimension.

 

The United Nations (UN), the African Union (AU), the European Union (EU), the Inter-Governmental Authority on Development (IGAD) have taken a numerous action for internal conflict resolution, but these efforts have had varying results. For example, in Somalia the UN peacekeeping suffered one of the biggest failures of the 20-th century. 

 

A new integrated approach to stabilization is related to the London 2017 Conference on Somalia decision to transfer the authority for internal stability to the Somalia Security Forces. This important step can be considered as confirmation by the world community of the national government responsibility for the situation in the country. The implementation of this scenario may be possible due to long-term international support to the national security forces capacity building.

 

The upcoming AU mission withdrawal period underscores the relevance of Somalia security models’ studies taking into account sub-regional factors.

 

The results of the study show that the political will and readiness of the Somalian authorities to accept responsibility for the situation in the country can be considered as the fundamental conditions for a new National Security Architecture model. In a worst-case scenario, Somalia may seek assistance from the sub-regional organizations that are increasingly active in resolving internal conflicts. Membership in the East African Community (EAC) expands the prospects for sub-regional assistance to Somalia internal security sector.

ЗАКЛЮЧЕНИЕ
1 Более 40 лет ООН и партнеры по миротворчеству прилагают усилия для урегулирования внутреннего конфликта в Сомали, которое по данным Института по исследованиям в сфере безопасности наряду с Южным Суданом входит в пятерку самых небезопасных государств мира [The state of peace and security in East Africa 2021, р.1].
2 Для стабилизации обстановки в стране в 1992–1995 гг. были последовательно развернуты две миротворческие операции, неудачи которых послужили основанием для кардинального пересмотра подходов ООН к миротворчеству [Шагалов 2005, Пархоменко 2020, Урнов 2022].
3 Важно отметить, что после вывода миротворческих сил ООН проявила политическую волю и приняла решение сохранить присутствие в стране в формате специальной политической миссии – Политического отделения ООН для Сомали (UNPOS)1. 1. UNPOS находилась вне территории Сомали около 17 лет и официально вернулась в столицу Сомали г. Могадишо только в 2012 г. (прим. авт.).
4 Наряду с действиями в поддержку политического процесса ООН совместно с партнерами различного уровня, органами государственного управления и организациями гражданского общества Сомали разрабатывала новые подходы к стабилизации ситуации в стране, основанные на разделении сфер ответственности субъектов миротворчества.
5 Некоторые аспекты действий мирового сообщества по урегулированию в Сомали нашли отражение в публикациях российских авторов [Шагалов, 2005; 2011; Ютяева, 2021; Пархоменко, 2020; Денисова, Костелянец, 2023], но комплексного исследования перспектив формирования новой архитектуры безопасности Сомали и возможной роли в данном процессе субрегиональных акторов проведено не было. При исследовании перспектив новых подходов к стабилизации в Сомали наряду с российскими источниками были использованы публикации иностранных авторов [Sawyer, 2021; Wepundi, Sharamo, 2021; Day, Hunt, 2023; Wario, Hassen, 2023].
6 Методология исследования основана на междисциплинарном подходе, позволяющем учесть все многоплановые аспекты деятельности по урегулированию внутреннего конфликта в Сомали, а также системном подходе, логически подтверждающем взаимосвязь и целостность многолетних миротворческих усилий глобального, региональных, субрегиональных и национальных акторов.

8 Важным этапом в процессах урегулирования конфликта в Сомали стало принятое в январе 2007 г. Советом мира и безопасности (СМБ) АС решение о развертывании миссии региональных стабилизационных сил. Это решение было подкреплено 20 февраля 2007 г. СБ ООН, уполномочившим АС на основании главы VII Устава ООН развернуть Миссию Африканского союза в Сомали (AMISOM) [S/RES/1744, 2007].
9 Утвердив мандат AMISOM ООН предприняла попытку передать ответственность за «силовое миротворчество» региональным силам безопасности, приняв на себя мероприятия по материально-технической поддержке их деятельности [Шагалов, 2011, с. 212]. Данный подход в определенной мере возможно рассматривать как поддержку на уровне ООН реализации принципа «африканских решений для африканских проблем» [Денисова, Костелянец, 2023, с. 453].
