Abstract

The article examines the policy of Djibouti, Ethiopia, Kenya, Somalia, Sudan, South Sudan, Uganda and Eritrea in the context of the possibility of a coordinated response to the challenges of migrant crises. Large-scale and stable migration ties have developed between the countries that form the Intergovernmental Authority on Development (IGAD) in East Africa, and common principles of migration policy are being implemented, which indicates the formation of a unified migration system. The movement of migrants within the framework of the latter occurs along four major international routes: Horn of Africa route (between Ethiopia, Somalia, Eritrea and neighboring countries of East Africa); Eastern route (from the countries of East Africa through Djibouti, Somalia and Yemen – mainly to the oil-producing countries of the Arabian Peninsula); Southern route (through Kenya, Uganda to South Africa); Northern route (through the countries of North Africa – to Italy and Spain; another branch runs through Egypt, Israel, the Arab countries of Asia and Turkey). The main weak point of the overall policy of the IGAD countries is that not all countries in the region have ratified the full set of intra-African agreements in the field of migration. It has been established that the migration crisis in the East Africa surpasses the European one in its scale and impact on the countries of the region and can lead to negative consequences on a global scale if the world community does not use the available resources – political and financial – to solve the whole range of problems that caused the crisis.

ВВЕДЕНИЕ
2 С конца прошлого века в Восточной Африке возникли новые государственные образования – как признанные мировым сообществом, так и самопровозглашенные или полунезависимые. В настоящее время в регионе активно действуют сепаратистские движения, создающие угрозу его дальнейшей фрагментации. Страны Восточной Африки, для многих из которых стали обыденными военные конфликты, этнические чистки, природные катаклизмы, составляют своеобразную «дугу кризисов» – зону экономической и военно-политической нестабильности.
3 Восточная Африка исторически всегда была важной частью глобальных миграционных и торговых потоков и продолжает играть в них важную роль. Ныне регион – один из крупнейших в мире продуцентов потоков беженцев, которые направлены в экономически более благополучные и политически стабильные страны. Проблемы региона – в том числе те, которые способствовали обострению ситуации с беженцами – требовали от стран, в него входящих, выработки совместной стратегии в гуманитарной, экономической и политической сферах.
4 Интеграционные процессы в регионе активизировались в 1986 г. с созданием Межправительственной организации по вопросам засухи и развития, в которую вошли Джибути, Эфиопия, Кения, Сомали, Судан и Уганда; в 1996 г. она была преобразована в Межправительственную организацию по развитию (Intergovernmental Authority on Development – IGAD, или ИГАД). В настоящее время в ИГАД входят Джибути, Эфиопия, Кения, Сомали, Судан, Южный Судан1, Уганда и Эритрея. 1. Членство Южного Судана в ИГАД приостановлено в декабре 2021 г. в связи с неуплатой ежегодных членских взносов.

6 Важность для членов ИГАД вопросов миграции и обеспечения прав беженцев обусловило принятие в 2008 г. декларации о совместном регулировании миграционных потоков [Declaration, 2008], которая получила развитие в ходе второго заседания Регионального консультативного саммита ИГАД по вопросам миграции в Аддис-Абебе в 2012 г. Действуя на основе международных соглашений (табл.), страны ИГАД смогли наладить обмен информацией в области контроля над миграцией, а также получили возможность финансирования своих проектов помощи внутренне перемещенным лицам (ВПЛ) и беженцам со стороны международных фондов и стран-доноров. В результате страны ИГАД не только смогли сблизить национальное законодательство с международными нормативными обязательствами в области миграции [IGAD, 2012], но и смогли предложить другим странам собственные подходы к разрешению миграционных кризисов. В Найробийской декларации 2017 г., касающейся ситуации в Сомали, страны ИГАД взяли на себя обязательства в отношении обеспечения доступа беженцев к образованию и средствам к существованию, а также создания благоприятных условий для их безопасного добровольного возвращения и реинтеграции на родине [Nairobi, 2017].
7 В то же время ни одно из внутриафриканских соглашений в области миграции не ратифицировано одновременно всеми странами ИГАД (табл.), что существенно затрудняет формирование коллективного ответа входящих в нее стран на соответствующие вызовы. Более того, неблагоприятная гуманитарная ситуация, сложившаяся в результате внутриполитических конфликтов и столкновений, приводит к активизации миграционных процессов в странах региона. Ограничения и локдауны, введенными странами ИГАД в контексте пандемии COVID-19, привели к экономическим потерям, а также серьезно сказались на положении беженцев, ограничив их право на передвижение и став препятствием к получению ими доступа к убежищу.
