Destinies of the Russian Language in Kazakhstan: Reconsidering Tools and Goals of Russia's “Soft Power”

Abstract

The article explores the present role and future of the Russian language in the Republic of Kazakhstan. It contrasts state language policies and the views of ordinary Kazakhstani citizens, recorded mainly in interviews (including expert ones) and focus-group discussions with students of various Almaty universities conducted in 2016 and 2017. Attention is focused on the views of Kazakh students, members of the so called "Nazarbayev generation" because from their ranks future elites will be recruited.

Suggesting that the Russian linguistic-cultural space in Central Asia is largely a historically rooted phenomenon and has not been genuinely dependent on Russia, the authors suggest that the Russian Federation needs to readjust it external language and culture promotion so far geared almost exclusively to the so-called "compatriots" and seriously take into consideration the needs of another, more numerous target-group. These are the titular (Kazakh) Russian-speakers of various age and social status — now they comprise the larger part of those whose Russian language skills are on the native or near-to-native level.

Drawing on the results of empirical research, authors suggest that Russia's efforts geared at the preservation and development of the Russian linguistic and cultural space in Kazakhstan need to be restructured in order to overcome the "sedative" effect of the too familiar environment inherited from the Soviet past and acknowledge the potential of the local "mobilizing" factors making this restructuring a very topical task. Among these factors are specifics of cultural globalization in Kazakhstan, and Russia's competition with some other international players in Central Asia.

1 По численности русскоязычного населения Республика Казахстан (РК) занимает третье [Алишариева, Ибраева, Протасова, 2017, с. 234], а по другим оценкам — четвертое место в мире [Blackburn, 2019, р. 217]1. Численность и доля русских в этой стране продолжает оставаться, несмотря на мощные миграции первого постсоветского десятилетия, наиболее высокой среди стран Центральной Азии (ЦА) — более 3,588000 человек в 2018 г., а вместе с другими "европейцами — украинцами, белорусами, немцами, татарами и др., достигает 4,3 млн человек, или 27% населения страны [Blackburn, 2019, р. 231, 232]. Весь спектр социально чувствительных вопросов, связанных с этно-лингвистической ситуацией, языковой политикой и статусом русского языка с первых лет независимости привлекал большое внимание исследователей. Это во многом объясняется ролью РК как ведущего стратегического партнера России, члена Евразийского экономического союза (с 2015 г.) и ряда региональных военно-политических объединений с ее участием. 1. Различия в оценках, видимо, объясняются тем, включены ли в категорию "русскоязычное население" многочисленные представители титульной группы, свободно владеющие русским языком.
2 На фоне публикаций 1990-х и первой половины 2000-х гг. выделяются монографии Б. Давэ (Dave 2007), а также М. Ларюэль и С. Пейруза (2007 г.). Хотя они не посвящены полностью этноязыковым проблемам страны, эта тематика занимает в обеих книгах важнейшее место. Последующие годы отмечены затишьем в освещении темы, однако начиная с 2015 г. наблюдается новый подъем интереса к положению русского языка в Казахстане и смежным сюжетам. Так, появились работы, авторы которых обратились к проблемам идентичности этнокультурных и демографических групп (включая русских и других "европейцев") на новом временнóм витке. Имеется в виду выход на социально-политическую сцену нового поколения казахстанцев, чья социализация прошла уже в период независимости (так называемое поколение Назарбаева); выросло и новое поколение "европейцев", которым, в отличие от их родителей, не довелось пережить трудностей перехода от статуса "большинства" к положению "меньшинства" [Jašina-Schäfer, 2019a, р. 107]. Хотя в центре внимания авторов этих работ не русский язык per se, они не могли избежать обращения к актуальным смежным сюжетам: сравнительные оценки статуса русского и титульного языков; лингво-культурная компетенция и социальное самочувствие различных этно-демографических групп в условиях расширения сферы использования казахского языка [Алишариева, Протасова, 2016; Blackburn, 2019; Jašina-Schäfer, 2019a, 2019b; Laruelle, 2019].
3 В имеющихся работах вопрос о поддержке Россией русскоязычной культурной среды в РК привычно рассматривается в связке с проблемами русских и официальным российским дискурсом об особой ответственности России за сохранение русского языка в тех странах, где проживают его носители — российские "соотечественники" [см., например: Jašina-Schäfer, 2019b, р. 44; 2019а, р. 105–106]. Однако важнейшей чертой русскоязычного культурного пространства в Казахстане является его над-этнический характер: кроме собственно русских и других "европейцев", оно охватывает представителей других этнических групп, в первую очередь самих казахов: "носителями русского языка в стране являются сегодня преимущественно нерусские" [Алишариева, Ибраева, Протасова, 2017, с. 236]. В статье мы посмотрим на ситуацию вокруг русского языка в стране и на возможное влияние в этой связи "фактора России" с неожиданной стороны: с точки зрения лингво-культурных компетенций и мнений титульной группы.
