India-China Political and Military Cooperation in the Shadow of Distrust

Abstract

New Delhi and Beijing demonstrate incredible achievements in the economic and military-political spheres, shift the center of global politics to Asia, and have every opportunity to change the balance of power and world order in the medium or long term. Meanwhile, researchers pay little attention to the bilateral interaction of the two Asian giants, focusing more on the confrontation between the China and the US, or consider regional rivalry between India and China, in view of the rapidly developing geopolitical projects of both countries. The military-political relations of the two states, as a rule, are not reflected in the studies, as they are limited due to mutual distrust arising from the Sino-Indian War of 1962. This article is designed to evaluate the current balance of forces, analyze the qualitative components of their military capabilities on land and at sea as well as to identify interaction mechanisms that contribute to leveling the negative perception of each other. The author concludes that in the medium-term China will remain a stronger player in the international arena than India, which seeks to bridge the gap, but does not have the same economic opportunities, and therefore, its position is strengthened mainly at the expense of large allies, such as the USA, Russia, and Japan. At the same time, military doctrines, confidence-building measures as well as awareness of the severe consequences a potential conflict could result in contribute to the strengthening of military-political cooperation between India and China, despite the constant factor of distrust between the two.

1 На современном этапе, несмотря на сохраняющиеся исторические разногласия, Индия и Китай стремятся к налаживанию политического диалога. Однако в военно-политической сфере Индия и Китай являются явными соперниками: каждая из сторон воспринимает усиление военного потенциала как вызов, а военное сотрудничество с другими государствами как направленное против другой. Периодические стычки на границе лишний раз напоминают о возможной угрозе вооруженных столкновений. Однако недаром индийский премьер-министр Нарендра Моди отметил, что «за последние четыре десятилетия на индийско-китайской границе не прозвучало ни одного выстрела, а в приграничных районах сохранялся мир и спокойствие» [Our govt…]. При этом наличие ядерного фактора лишь усиливает взаимные опасения. В последнее время всё большее значение придаётся и геополитическому противостоянию акторов. Желание обоих государств быть сильными как континентальными, так и морскими державами зачастую приводит к конфликту интересов в регионе. В целом, военно-политическое измерение двусторонних отношений буквально пронизано недоверием стран друг к другу, однако на данном этапе оба государства стремятся как можно осторожнее выстраивать двусторонний диалог, осознавая ненужность и катастрофические последствия возможного конфликта.
2 СОПОСТАВЛЕНИЕ КАЧЕСТВЕННЫХ ХАРАКТЕРИСТИК ПОЗИЦИЙ ИНДИИ И КНР В ВОЕННОЙ СФЕРЕ
3 Де-факто сухопутная граница между Индией и Китаем, или «линия фактического контроля», является самой протяжённой спорной демаркационной линией в мире [Rehman, p. 131]. По индийским оценкам, граница насчитывает почти 3,5 тыс. км [Annexure…]. Она условно состоит из трёх зон: Западной (Ладакх, Кашмир), Средней (Уттаркханд, Химачал Прадеш) и Восточной (Сикким, Аруначал Прадеш) [All you want…]. Спорными при этом являются преимущественно территории индийского штата Аруначал Прадеш, которые китайцы именуют Южным Тибетом, и регион Аксай Чина, который де-факто управляется Китаем, но индийцы считают частью Ладакха [Васильев, стр. 183]. Предыстория конфликта лежит в разной трактовке документов, разграничивающих территории двух государств, – прежде всего, Симлского соглашения 1914 г., которое зафиксировало в качестве границы так называемую линию Мак-Магона [Терехов, стр. 58]. КНР отказывается признавать эту линию в качестве официальной границы, поскольку центральное правительство Китая никогда не признавало её как таковую [Premier Chou…]. Невозможность решения территориального вопроса мирными средствами привело к войне 1962 г., в которой Индия потерпела поражение. Однако конфликт не разрешил фундаментальных противоречий сторон, лишь усугубив его фактором недоверия друг к другу.
4 Притязания обеих сторон обусловлены стратегическим характером этих районов: Аруначал Прадеш для Индии – это и связь с другими северо-восточными штатами, и среднее течение одной из важнейших для страны рек – Брахмапутры; Китай же стремится отодвинуть границу от столицы Тибетского автономного района (ТАР) Лхасы, от которой до «линии Макмагона» только 250 км [Терехов, стр. 58]. Кроме того, это имеет и культурно-религиозное значение, так как Китай контролирует все места инкарнации Далай-Ламы, кроме Таванга – «единственного места на тибетском плато, находящегося за пределами территории современного Китая», что крайне важно, учитывая тибетский фактор [Чжун, стр. 107-108]. Аксай Чин значим для Пекина в связи с тем, что является частью Тибетского плато и соединяет Синьцзян-Уйгурский автономный район (СУАР) с ТАР; индийцы же обосновывают свою позицию его исторической принадлежностью Индии [Терехов, стр. 60]. То есть внимания заслуживает не только протяжённость границы, но и её рельефность: между двумя азиатскими гигантами пролегает цепь высочайших в мире Гималайских гор, и противостояние связано с необходимостью отстаивания стратегических позиций.
