Abstract

The main security problems on the African continent include intrastate conflicts between certain groups of population over access to natural resources, intercommunity clashes, the spread of Islamic and Christian terrorism, electoral conflicts and the continuing activity of pirates in the Gulfs of Aden and Guinea. As the European Union, China and the African countries represented by the African Union expand their influence on the processes taking place in the world, they also begin to make an increasing contribution to the establishment of a new multi-polar world and to the growth of the global economy. This trend is of particular importance in relation to Africa, which until recently was considered solely as a continent that permanently experiences developmental backwardness and political instability.

So far, EU member states have been the main trade, economic and political partners of African countries, as well as contributors to UN peacekeeping missions in Africa. However, China’s accent to the status of a global power and its desire to strengthen its global influence prompts Beijing to become increasingly involved in solving security problems of the African continent. In addition, China’s cooperation with African countries, previously described as “decisive non-interference in the internal affairs of partner countries while safeguarding China’s economic interests”, is undergoing a gradual shift towards Beijing’s involvement in peacekeeping operations in Africa. While the agreements signed by the People's Republic of China with African countries remain predominantly economic, the growing dependence of China in the implementation of its trade and economic interests on the vicissitudes of African politics and, simultaneously, on the pressure of the world community encourages Beijing to increase its activity on a global scale and leads to a revision of Chinese approaches to cooperation with this or that particular region.

The participation of European countries in peacekeeping missions under the auspices of the UN has significantly decreased since the mid-1990s. Against this background, the role of developing countries, including China, in ensuring security on the African continent has increased. The expansion of security cooperation in the EU-China-Africa format is largely a European initiative. Although the extent of trilateral cooperation is still limited, primarily due to a certain discrepancy in China and the EU's approach to events in Africa, it is nevertheless gradually being established as part of peacekeeping operations, as well as the fight against piracy and terrorism.

1 Одной из тенденций, характеризующих формирование современного миропорядка, является заметный рост влияния на международной арене, в том числе и в сфере безопасности, так называемых восходящих держав, прежде всего Китая. Между тем решение проблем обеспечения безопасности, миростроительства и постконфликтного восстановления в силу их комплексности, необходимости масштабного финансирования миротворческих операций и постконфликтного восстановления требует участия в них нескольких сторон. Африка в течение многих десятилетий считалась едва ли не главной зоной нестабильности на нашей планете. Однако страны этого континента чрезвычайно богаты полезными ископаемыми, в которых остро нуждаются другие государства, и именно поэтому он стал местом пересечения интересов США, государств Евросоюза и стран с быстро развивающимися экономиками – Китая, Индии, Турции, Индонезии, Бразилии и др.
2 С начала нынешнего столетия правительства как западных, так и «восходящих» держав стали все больше приходить к пониманию того, что, во-первых, их экономическое благополучие в значительной степени зависит от преодоления «африканской нестабильности», препятствующей эксплуатации природных ресурсов на континенте; во-вторых, мирное взаимодействие в решении вопросов безопасности продуктивнее конфронтации и, в-третьих, объединение материальных и человеческих ресурсов будет способствовать повышению эффективности миротворческих операций и построению долгосрочного мира. Одним из результатов этого «понимания» стало расширение сотрудничества в сфере безопасности между ЕС, Китаем и Африкой.
3 Инициатором взаимодействия между Евросоюзом и Китаем в Африке выступил ЕС, однако именно КНР, будучи формально «развивающейся» страной и потому более, нежели Запад, уважающей интересы и суверенитет государств Третьего мира, стала движущей силой в трансформации двустороннего формата в трехсторонний – «ЕС – Китай – Африка».

СОТРУДНИЧЕСТВО В ДВУСТОРОННИХ ФОРМАТАХ «ЕС – АФРИКА» и «КИТАЙ – АФРИКА»

5 ЕС, представленный, в частности, бывшими колониальными державами (Великобританией, Францией, Германией, Испанией, Португалией), является крупнейшим традиционным торгово-экономическим и политическим партнером Африки. В 2017 г. суммарный объем экспорта стран ЕС в Африку достигал 149 млрд евро, объем импорта из Африки – 131 млрд евро [Africa-EU, 2018].
6 Документами, определяющими сотрудничество между ЕС и Африкой, являются «Повестка дня на период до 2030 г.» (2030 Agenda, принята в 2015 г.), «Повестка дня Африканского союза на период до 2063 г.» (Agenda 2063; принята в 2013 г.) и «Глобальная стратегия безопасности Европейского союза “Общее видение, единый подход: сильная Европа”» (EU Global Strategy – Shared Vision, Common Action: A Stronger Europe; 2016). Документы содержат положения о сотрудничестве в пяти сферах: мир и безопасность; демократия, надлежащее управление и права человека; развитие человеческого потенциала; устойчивое развитие; глобальные проблемы [The EU and China in Africa…, 2016, p. 11].
