Abstract

The article analyzes the current state of the US Republican Party. The study is divided into three main parts. The first focuses on the party electorate, its preferences, and changes in its structure. The second part describes the composition of main party sponsors with structural analysis by the industry. The author also describes sponsors’ influence on the approaches and party policy. The third part examines the state of the Republican establishment and the changes that have occurred after Donald Trump joined the Party. The conclusion includes a forecast. Three main scenarios were suggested: transformation, stagnation, and division.

ВВЕДЕНИЕ
2 «Республиканская партия в кризисе» – это утверждение стало расхожим в последние годы, оно встречается в периодике, публицистике и аналитических работах [1]; [2]; [Saunders S., 2014]. Действительно, представители партии и её сторонники проходят через один из наиболее серьёзных трансформационных процессов в своей истории. Можно выделить ряд его видимых признаков.
3 Ещё с 2000-х годов в США наблюдается усиление праворадикальных организаций в совокупности с ростом их финансовой поддержки [Skocpol T., Hertel-Fernandez A., 2016: 684]. Начало 2010-х годов было отмечено появлением «Движения чаепития». Его представители выступали за снижение налогов, государственных расходов, преодоление бюджетного дефицита и сокращение правительственного аппарата [3]. К середине десятилетия активность «Движения чаепития» спала. Однако победа на президентских выборах 2016 г. Дональда Трампа стала неожиданным (и нежелательным для многих) событием. Его подходы были нетипичны для традиционных представителей республиканского истеблишмента. Вместе с тем они и не находились в противоречиях с позициями ряда правоконсервативных течений. Это касалось жёстких антимиграционных позиций, веры в необходимость и эффективность возвращения промышленного производства в США, отмены обамовской реформы здравоохранения и ряда других вопросов. За четыре года в Белом доме Д. Трамп не смог объединить партию в прежнем виде. Напротив, усилился раскол в рядах её сторонников, появилась внутренняя оппозиция.
4 Ещё одним признаком республиканского кризиса стала неспособность партии предложить новую политическую платформу. На конвенте 2020 г. была оставлена версия 2016 г. [4]. Подобное произошло впервые в истории партии. При этом нынешняя платформа в большей части повторяет позиции 2012 г., то есть сформированные ещё до прихода Д. Трампа. Официальным поводом для непринятия новой версии стали издержки пандемии коронавируса COVID-19, однако это же не помешало демократам утвердить свою платформу.
5 Наконец, нельзя не отметить, что с 1988 г. Республиканская партия только единожды получила большинство голосов избирателей (но не выборщиков). Это случилось в 2004 г., вслед за терактами 11 сентября 2001 г., началом военных кампаний в Афганистане и Ираке, при небывалом уровне национальной мобилизации. Однако нельзя сказать, что партия потерпела разгромное поражение на выборах 2020 года. Д. Трамп уступил Дж. Байдену всего 4,4% голосов, при этом несколько нарастив поддержку чёрного и латиноамериканского электората. В Палате представителей республиканцы заняли 213 мест, что на 14 больше, чем на предыдущих выборах, однако этого не хватило им для достижения большинства (за демократами осталось 222 места). В Сенате республиканцы потеряли три места. При этом перспективы партии на промежуточных выборах 2022 г. в целом выглядят неплохо: ей нужно только шесть мест для контроля над Палатой представителей и одно – для большинства в Сенате.
