The U.S. Foreign Economic Aid System: from Truman to Trump

Abstract

This paper examines the evolution of the U.S. foreign economic aid system from the end of World War II up to and including the presidency of Donald Trump. It describes the scope of assistance and which countries were focused on. The United States has been and still remains the leader in providing economic aid. The maximum amount of aid was provided in the post-war period as part of the implementation of the Marshal Plan. In subsequent years, the amount of aid fluctuated in number due to external and internal reasons, the economic and political situation in the world and in the United States. Immediately after the end of World War II, an ideological concept of aid was formed, based on the ideas of a special role and leadership of the United States in countering communist influence. After the end of the Cold War, the idea of countering communist influence transformed into the idea of countering terrorism, and later was supplemented by the idea of countering a number of individual countries. At the same time, the idea of a special role and leadership of the United States in world affairs was preserved. The institutional foundations of the modern system of foreign aid were laid out during the Kennedy presidency, when the Foreign Assistance Act was passed (which is still in effect with numerous changes and amendments), and the U.S. Agency for International Development was created. At the same time, criticism of the foreign aid system, its fragmentation, complexity and lack of transparency was constantly heard. Regulatory decisions were made during Obama presidency to improve aid efficiency and transparency, but these decisions began to take effect only during the Trump presidency. The conclusion is drawn about the inertia of the foreign aid system associated with the procedures of the budgetary process, impact of influence groups, and difficulties of quickly terminating long-term aid programs or switching aid to other directions.

ВВЕДЕНИЕ

 

Международная экономическая помощь представляет собой многогранное явление в мировой экономической политике, значительна её роль в реализации внешнеполитических целей и задач стран доноров. США пока сохраняют лидерские позиции по объёмам экономической помощи. В 2019 г. по данным ОЭСР, объём официальной помощи развитию (ОПР) составил около 34 млрд долл., что соответствует 0,16% валового национального дохода [15]. Доля США в общемировом объёме ОПР имеет тенденцию к сокращению. В начале 1960-х годов она доходила почти до 60%, то в последующие годы сокращалась и в 2008–2017 гг. составляла от 14 до 19%1.

2 В то же время, как отмечается в работе американского исследователя Майкла Холма, в последние годы возрастает интерес к рассмотрению иностранной помощи как индикатора понимания внешней политики США [4]. Действительно, иностранная помощь представляет собой результат взаимодействия идеологии, экономики, политики, общественного мнения и даёт представление о тех приоритетах, которые выстраиваются в ходе противоборства носителей разных идей. С другой стороны, необходимо учитывать определённую инерционность иностранной помощи, которая определяется ранее взятыми обязательствами и продолжающимися проектами, порядком подготовки и исполнения бюджета, бюрократическими процедурами.
3 В целом определение объёмов, форматов и направленности помощи основывается на трёх аргументах: гуманитарных мотиваций, экономических выгод и потребностей национальной безопасности. Соотношение этих аргументов подвижно и изменяется в зависимости от складывающейся ситуации и видения перспектив развития международных отношений со странами – получателями помощи.
4 Различные аспекты иностранной помощи США являются предметом рассмотрения большого числа научных публикаций, в том числе американских авторов. Кроме монографий и научных статей вопросам помощи посвящены публикации Агентства по международному развитию США, информация, представленная на сайте агентства и на других правительственных сайтах, а также работы Исследовательской службы Конгресса при Библиотеке Конгресса США. Научная литература на русском языке в последние годы также активно обращается к теме иностранной помощи. В публикациях в основном раскрываются внешнеполитические аспекты предоставления США международной помощи. В недавно вышедшей монографии ИМЭМО РАН «Содействие международному развитию как инструмент внешней политики: зарубежный опыт» [Барановский В.Г., Квашнин Ю.Д., Тоганова Н.В., 2018] специальный раздел посвящён США. Современные аспекты помощи рассматриваются в работах Давыдова А.А., Бартенева В.И. и других авторов.
5 Данная статья посвящена вопросам организации экономической иностранной помощи США, развитию её институциональной структуры, параметрам изменения объемов и страновой направленности. В первой части внимание уделено становлению системы иностранной помощи США, её идеологических принципов в период президентства Трумэна, Эйзенхауэра и Кеннеди. Поиск форматов экономической помощи и их институциализация в конечном счёте выразились в том, что был принят закон «О международной помощи», действующий и сегодня, правда, с многочисленными изменениями и поправками. Показаны различные подходы к помощи, связанные с изменениями внешних условий и идеологических установок находящихся у власти президентов. Завершается данная часть работы периодом президентства Рейгана.
