American-Israeli Relations: Context and Prospects of Military Cooperation

Abstract

This article discusses some aspects of the U.S. strategy for expanding military cooperation with Israel. A review is given of the Memorandums of Understanding adopted by different administrations in the field of security, an analysis is made of the legal framework and the amount of military assistance provided to Israel in the period under review. A comparative analysis of the positions of the United States and Israel regarding the advisability of concluding a new military agreement - a treaty on mutual defense. Its results showed that there is no consensus among Israeli politicians, and in the US expert community this idea is supported in order to obtain additional benefits from an alliance with Israel. According to the author, the probability of concluding an agreement on mutual defense in the near future is not high. It was noted that the interest of leading American scientific centers in developing recommendations on joint counteraction to the growth of Russia's influence in the Middle East was increased. It is predicted that the United States in the context of the new national defense strategy (2018) will more actively coordinate its policy with Israel in order to prevent the growth of Russian influence in the region.

The article discusses current issues of US-Israeli security relations. The author begins the review by analyzing the legal basis for the provision of military assistance and examining some of the nuances regarding the US administration's military cooperation with Israel. Due to the fact that the Trump administration supported the proposal to consider the possibility of concluding a mutual defense pact, a comparison is made of the positions of the United States and Israel in this matter. Recommendations are explored in the field of enhancing the role of Israel in Washington's Middle East policy in the light of the US National Defense Strategy 2018.

ВВЕДЕНИЕ

 

Израиль долгое время был и остаётся главным партнёром Соединённых Штатов на Ближнем Востоке. Одним из немногих пунктов неограниченного двухпартийного согласия в США на протяжении десятилетий считалось, что американо-израильское сотрудничество в области безопасности является необходимым и взаимовыгодным. США были первой страной, признавшей Израиль в качестве государства в 1948 г., и первыми же согласились с переносом столицы еврейского государства в Иерусалим. Это сделал президент Дональд Трамп 6 декабря 2017 г., а 14 мая 2018 г. посольство США в Израиле переехало из Тель-Авива во временный центр в Иерусалиме. К началу 2020 г., благодаря инициативам администрации Д. Трампа, стратегическое партнёрство двух стран характеризуется беспрецедентным укреплением американо-израильского альянса.
2 Во всём мире, включая сами США, исследователи задаются вопросом, почему демонстрирующий свою приверженность демократическим ценностям Вашингтон оказывает широкомасштабную военную поддержку Израилю, оккупировавшему палестинские территории вопреки международному праву и нарушающему стандарты в области прав человека. Практически все западные страны признают законное право Израиля на существование в условиях мира и безопасности, но эти же страны отказываются предоставлять еврейскому государству оружие и военную помощь, пока продолжается оккупация палестинских земель, захваченных в ходе войны 1967 г. Многие эксперты сходятся во мнении, что американская военная помощь Израилю выходит далеко за рамки защиты его потребностей в границах, признанных международным сообществом. Все государства и организации вокруг Израиля хорошо знают о его силе и о том ущербе, который они понесли бы в случае конфликта с Израилем, поэтому предпочитают воздерживаться от масштабного столкновения с ним и, конечно, от войны.
3 В основе американо-израильского военного сотрудничества лежит приверженность США повышению оборонного потенциала Израиля. На протяжении десятилетий США вкладывают миллиарды долларов в оснащение и вооружение израильской армии с целью обеспечить Израилю превосходящие противников средства для обороны. Благодаря американской военной помощи Израиль значительно расширяет свои возможности приобретать и разрабатывать самые передовые вооружения и военные технологии.

Израиль является крупнейшим совокупным получателем американской помощи со времён Второй мировой войны. К началу 2020 г. США предоставили её Израилю почти на 150 млрд долл., и в настоящее время почти вся она оказывается в форме военной помощи, хотя с 1971 по 2007 г. Израиль также получал значительную экономическую поддержку [1]. Между тем, Израиль никогда не подписывал договорных отношений с США и не становился официальной частью системы военных альянсов, таких как НАТО, а также возглавляемых Соединёнными Штатами международных сил в Ираке и Афганистане. У США и Израиля нет договора или соглашения о взаимной обороне, которые бы обеспечивали официальные гарантии безопасности или определяли характер и размеры военного и военно-технического сотрудничества.
