Abstract

The article shows the nature of inter-ethnic communication in modern Latvia and Estonia in the areas related to the implementation of identity of ethnic minorities. For the authors it was important to determine whether ethnic majorities (Latvians in Latvia and Estonians in Estonia) are ready to discuss the related issues. It was also important to realise whether Russians as the largest ethnic minority in these countries are ready to accentuate these issues in their communication with Latvians and Estonians. The authors relied on materials of two research projects, one in Latvia and one in Estonia. These research projects revealed a mixed assessment by the respondents of the values of ethnic minority identities in Latvia and Estonia, and thus the significance of inter-ethnic communication on the issues directly affecting the preservation and development of ethnocultural identities of ethnic minorities. The recognition of equality of people with different ethnic identities in various spheres of social life coexists with the recognition of different roles that collective ethnic and cultural identities of Latvians/Estonians and ethnic minorities play in the society. The current state of inter-ethnic communication in Latvia and Estonia suggests differences in the status of identities of ethnic majorities and ethnic minorities in public and political life and absense of policies to accomodate these statuses through an active interethnic diaolgue. There is a clear evidence of the collision of the proclaimed liberal principles and the existing ethnic division in Lativa and Estonia.

Институциональные параметры межэтнических отношений в Латвии и Эстонии.

2 И в Латвии, и в Эстонии межэтнические отношения в значительной степени оказываются объектом регулирования со стороны государства, которое институционализирует различные аспекты идентичностей этнонационального большинства и этнических меньшинств, отражающие их неодинаковую роль и статус в процессе нациестроительства. С одной стороны, конституции1 обеих стран гарантируют право на сохранение этнокультурной идентичности проживающих на их территории народов, что соответствует ратифицированной ими рамочной конвенции Совета Европы о защите национальных меньшинств. С другой, в преамбулах латвийской и эстонской конституций понятие «нация» употребляется только с прилагательным, обозначающим этническое большинство – «латышская» и «эстонская», а этнические меньшинства определяются не как части «нации», а как части «народов Латвии» и «народа Эстонии». Кроме того, в Конституции Латвии «латвийская идентичность» связывается исключительно с «традициями латышей и ливов, с латышской жизненной мудростью, латышским языком», что, по сути, узаконивает субординацию в понимании идентичности латышей и этнических меньшинств. 1. 3 В основе проводимой в рассматриваемых странах Балтии этнополитики лежат принципы континуитета и реституции (восстановления довоенной государственности) [Полещук, Димитров, 2013], оказывающие существенное влияние на характер отношений между этническим большинством и этническими меньшинствами. Последовательное соблюдение данных принципов приводит к разделению общества не только по линии язык/ этническая принадлежность, но и по наличию гражданства страны проживания. В качестве единственного государственного языка признается язык этнического большинства – латышский2 или эстонский3. Начиная с 1991 г., сфера применения языков этнических меньшинств в Латвии и Эстонии постоянно сокращается, особенно в системе образования. Также на протяжении ряда лет наблюдается неуклонное сворачивание публичного обсуждения проблем, затрагивающих разнообразные стороны жизни этнических меньшинств в этих странах [Волков, 2016]. В Латвии, например, ни одна партия, прошедшая в Сейм в 2014 г., даже не упоминала этнические меньшинства в своей предвыборной программе [Волков, 2015: 724]. В то же время у последних наблюдается острая потребность закрепить в пространстве публичной коммуникации сегменты, воспроизводящие и развивающие их коллективную этнокультурную идентичность [Волков, 2013: 188–193]. Аналогичная ситуация складывается и в Эстонии, где существующие межэтнические отношения можно описать в терминах доминирования, контроля или подчинения меньшинств [Pettai, Hallik, 2002; Järve, 2005]. 2. 5 Государственная этнополитика Латвии и Эстонии сказывается на специфике межэтнической коммуникации в этих странах, а она, в свою очередь, влияет на протекание процесса интеграции этнических меньшинств и признание их идентичностей в качестве полноценной формы национальной идентичности. Межэтническая коммуникация, понимаемая нами как особый вид социальной коммуникации «между людьми различных культур» [Rogers et al., 2002: 5, 7], присутствует и в бытовой, и в публичной сфере. Ее объектами выступают разнообразные ценности, связанные с удовлетворением насущных потребностей людей и обеспечивающие воспроизводство национально-политической и культурной жизни страны в целом и этнокультурной идентичности ее жителей в частности.
