Abstract

In this work, using the example of the Arkhangelsk region, the authors consider the problem of changes in the settlement system through the abolition of settlements, which is the key process of the phenomenon being studied, as well as the state and potential for the development of the tourism and recreational economy of the selected region. As a result of the study, it was possible to reveal that predominantly the abolition of settlements occurs due to the transformation of municipal areas into municipal districts. Less commonly, the reasons are the closure of strategically important enterprises and natural features.It is worth paying attention to the fact that many of the abolished settlements under consideration have historically valuable cultural buildings on their territory or have unique natural features, and, therefore, have significant potential for restoration and development as holiday villages or tourist units valuable for the economy of the region. It is important to note that, depending on the cultural buildings preserved on the territory, individual tours can be created for a narrow circle of travelers with cultural, educational, religious, environmental, sports and event orientations.

1 Введение. Изменения в системе расселения региона традиционно выступают индикатором траектории и степени активности его хозяйственного освоения и социально-экономического прогресса [9]. В разные периоды одни и те же поселения могут характеризоваться как увеличением людности, развитием транспортной, промышленной, социальной инфраструктуры, так и наоборот, утрачивать всё перечисленное.
2 Если рост численности населения и экономической активности существующих, а также создание вновь образованных поселений свидетельствуют, как правило, о позитивных тенденциях развития территории, то обратные процессы, связанные с упразднением посёлков, сёл и деревень, принято рассматривать скорее в негативном ключе. Исключение составляют случаи, когда речь идёт об объединении населённых пунктов путём включения их площадей в состав поселений более высокого ранга.
3 Когда же имеют место миграционный отток населения, обезлюдение, утрата хозяйственного значения поселений, то это может повлечь ликвидацию таковых. В случае упразднения бывшие селитебные площади превращаются в труднодоступные в транспортном отношении заброшенные территории с руинированными постройками, или в поросшие кустарником урочища.
4 Новейшие изменения в отечественной системе расселения и некоторых подотрослях хозяйства диктуют интересные тенденции, связанные с территориями упразднённых поселений. Фиксируется случаи возрождения ликвидированных населённых пунктов, проявляется явный интерес к таковым в качестве туристско-рекреационных дестинаций и с целью использования их площадей под дачные участки. Для понимания характера протекания этих процессов требуется их серьёзное научное осмысление на региональном уровне. Одним из полигонов для такого исследования может служить Архангельская область — регион древнего хозяйственного освоения, в пределах которого только за период с 1939 по 2010 гг. число сельских населённых пунктов по разным причинам сократилось на 5126 единиц [8]. И в последующие годы, вплоть до настоящего времени, неоднократно имели место факты упразднения поселений.
5 Между тем, на фоне совокупности таких факторов, как актуализация развития северных и арктических территорий Российской Федерации, всё большая их вовлечённость в туристско-рекреационную сферу, и одновременно с этим — наличие платёжеспособного спроса на эксклюзивные маршруты, предполагающие посещение уникальных труднодоступных дестинаций, целесообразным представляется рассмотрение в этом аспекте перспектив упразднённых поселений Архангельской области [11].
6 Материалы и методы. Материалы для исследования содержатся в нормативно-правовых актах в виде постановлений Архангельского областного Собрания депутатов, касающихся ликвидации поселений региона1, а также в современных и исторических фотодокументах, на официальных сайтах муниципальных образований исследуемого региона, в тематических группах социальных сетей и т. д. Ценные сведения можно почерпнуть также на электронном сайте «Соборы.ru», но они касаются только поселений, в которых имелись значимые в историко-культурном отношении и/или сохранились объекты православной культовой инфраструктуры2. В силу очень большого количества упразднённых поселений, авторы остановили своё внимание для подробного освещения на типовых примерах.
