Perspectives of development of transboundary tourist recreational regions in the border zone of Russia with Estonia and Latvia

Abstract

The research was conducted in the framework of the theory of transboundary tourist recreational region formation, developed in the beginning of 21st century. The theory proposes a designation of transboundary tourist recreational regions at the basis of entirety of features and additional signs. Based on them, there were designed several transboundary tourist recreational regions of meso- and micro-level. The novelty of the research is the designation of main factors of transboundary tourist recreational region formation, that allowed to evaluate the modern state and perspective of development of different types of tourism at the level of transboundary tourist recreational regions of micro-level. For majority of tourism types the leading positions are taken by transboundary tourist recreational micro-regions of the first order: “Ivangorod — Narva”, “Pskov — Tartu” and “Pskov — Sigulda”. They also have the most favourable perspectives of development for different types of tourism. Micro-regions of the second order: “Pytalovo — Rezekne” and “Sebezh — Rezekne” visibly concede on modern level and perspectives of development of different tourism types to the above-mentioned micro-regions, though the latter microregion can successfully specialize on development of environmental tourism and recreation. Also, there are fairly good perspectives of development of recreation in the potential tourist recreational microregion of the third order “Prichudsky” in case of establishment of transboundary water transportation on Pskovsko-Chudskoye Lake. An exceptional position is taken by a microregion of the third order “Setomaa/Izborsko-Pechorsky area”, which is at the “core” of Russian-Estonian-Latvian transboundary mesoregion. It also has resources for development of the most tourism types and is characterized by the most favourable perspectives for international cooperation in the this field.

1 Введение. В российской науке в начале XXI столетия уделяется особое внимание изучению комплексных трансграничных регионов, в частности, еврорегионов [2; 3; 10–12]. Подобные трансграничные образования могут иметь и узкоотраслевой характер. Так, Е. Г. Кропинова исследовала возможность формирования трансграничных туристско-рекреационных регионов (ТТРР), результатом чего стало создание теории трансграничного туристско-рекрационного региоообразования [4; 13; 15]. Автор выделила набор главных и дополнительных признаков, по которым можно оценить наличие и степень сформированности трансграничных туристско-рекреационных регионов, а также предложила иерархию ТТРР в пределах Балтийского региона [4].
2 С опорой на теорию ТТРР нами были исследовали приграничные территории Российской Федерации, Эстонской и Латвийской Республик. Результатом исследования стало выделение на смежных территориях этих государств ТТРР мезо- и микроуровня [1; 5–8; 14]. Дополнительно к признакам туристско-рекреационного регионообразования нами были введены индикаторы степени сформированности трансграничных туристско-рекреационных регионов. Не менее важной в изучении ТТРР является оценка факторов регионообразования и перспектив развития выделенных ТТРР.
3 Целью исследования является выявление перспективных видов туризма в пределах трансграничных туристско-рекреационных регионов, формирующихся на смежных территориях России, Эстонии и Латвии.
4 Результаты исследования. В рамках исследуемой территории были выделены трансграничные туристско-рекреационные мезорегионы и микрорегионы разного порядка, представленные в табл. 1.

6 Опираясь на теорию трансграничного туристско-рекреационного регионообразования и на анализ выделенных ранее ТТРР, нами было предложено обозначить ключевые факторы регионообразования, разделённые на две группы. К первой группе относятся факторы, создающие предпосылки для формирования ТТРР, а вторая включает факторы, позволяющие оценить степень сформированности ТТРР.
7 Первая группа включает ресурсный, геополитический и этнический факторы трансграничного-туристско-рекреационного регионообразования. Ко второй группе отнесены инфраструктурный, институциональный и транспортно-логистический факторы. Отдельно выделен экономический фактор, занимающий промежуточное положение и тесно взаимосвязанный со всеми другими факторами.
