Abstract

Laying road corridors to Europe has established itself as an important link of two global projects announced six years ago by Chinese President Xi Jinping — Silk Road Economic Belt and 21st Century Maritime Silk Road, or "Belt and Road". These projects promise to stimulate international integration and economic development of many Eurasian countries. The authors of the article intend to show the motivation and practical steps of China's leadership to develop international trade through road infrastructure networks.

Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention 1975). Traditionally, during international road transport, the customs authorities, when crossing the territory of one or more states, used national control systems in each of them, which involves inspecting the cargo at each national border and applying guarantee requirements in order to cover the possible amount of duties and charges during the transit of goods by each of the territories. Hence significant costs and downtime. The TIR system is designed to reduce the difficulties faced by the carrier, while at the same time placing at the disposal of the customs authorities an international control system that can replace traditional national procedures, ensuring that each state through which goods are transported receives legitimate income.
