Global Value Chains Transformation and the COVID-19 Pandemic: Solutions and Strategies of American MNEs

Abstract

The article examines the main long-term and short-term trends affecting the development of global value chains and production networks of American multinational enterprises, including the impact of the novel coronavirus COVID-19 pandemic. Some new findings in the field of heterogenous firm model development studies are briefly mentioned to give additional information on American largest MNEs activities. The author outlines the most influential positive and negative factors, both economic and non-economic, affecting the American GVC, and pictures some prospects for reshoring and diversification of companies in certain industries, as well as alternative strategies to increase the sustainability of GVCs in the time of pandemic.

1 До развития глобальных цепочек создания стоимости торговля и инвестиции часто рассматривались как взаимозамещающие виды деятельности. По мере смещения структуры ПИИ, осуществляемых МНП, в сторону вертикальных инвестиций, получила распространение идея о том, что торговля и инвестиции скорее дополняют, чем замещают друг друга. Однако реальность постепенно стала значительно более сложной: большинство МНП осуществляют как горизонтальные, так и вертикальные инвестиции за рубежом, а связи многих филиалов с компаниями-учредителями имеют признаки как горизонтальной, так и вертикальной интеграции.
2 Кроме того, некоторые из этих подразделений создаются посредством инвестиций «с нуля», в то время как другие являются результатом слияний или поглощений (например, с целью получения доступа к технологиям). Что еще более усложняет задачу, МНП не только открывают собственные дочерние компании за границей, но и заключают контракты с независимыми партнерами. В современной глобальной экономике МНП все чаще находятся в центре международных производственных сетей ГЦСС. Иногда границы и структура ГЦСС совпадают с границами и структурой МНП, но во многих случаях идеального совпадения не наблюдается [Cadestin et al. 2018].
3 Создание трансграничных сетей обеспечивает американским многонациональным компаниям значительную стратегическую и операционную гибкость. В рамках внутрифирменных связей между штаб-квартирой и подразделениями за рубежом происходит интенсивный обмен товарами и услугами, капиталом, рабочей силой, видами операций, знаниями и т. д. Некоторые фрагменты сети сосредоточены на производственной деятельности, например, одни филиалы производят промежуточные ресурсы для других филиалов или для материнской компании в рамках вертикальной интеграции по образу «змеи» или «паука» [Baldwin,Venables 2010]. В то же время другие занимаются вопросами распространения продукции (горизонтально интегрированные филиалы). Материнская компания при этом может вообще не иметь производственных мощностей, а сосредоточиться на осуществлении общего руководства всей сетью, на инновационной и научно-исследовательской деятельности, финансовых и налоговых операциях и тд. В качестве примеров глобальных компаний с в высшей степени сложной структурой можно назвать Amazon, Apple или Dell.
4 Американские МНП наращивают свое присутствие за рубежом, завоевывая новые рынки и способствуя восстановлению мировой экономики после кризиса, вызванного пандемией коронавируса COVID-19. Однако на их пути встают многочисленные препятствия как экономического, так и внеэкономического характера.

6 Многонациональные предприятия эволюционировали за последние несколько десятилетий от несложных трансграничных цепочек, основными мотивами создания которых был поиск ресурсов и новых рынков, до производственных сетей, оперирующих в глобальном масштабе. По данным ЮНКТАД, около 80% мировой торговли связано с международными производственными сетями МНП [UNCTAD 2020]. Добавленная стоимость, создаваемая многонациональными предприятиями в своих странах и в зарубежных филиалах, составляет около четверти мирового ВВП и около трети всего объема производства частного сектора. По данным Глобального института McKinsey, более 95% мировой торговли проходит через ГЦСС [McKinsey & Company 2020].
