The Impact of the COVID-19 Pandemic on the Global Economy and Innovative Development

Abstract

The increasing complexity of trade and production chains in recent decades has brought the debate about their excessive length and the emergence of new risks for countries into focus. There are contradictory trends: on the one hand, the increasing digitalization of the global economy, on the other hand, the reduction of trade openness. The paper investigates the main ways of influence of the crisis caused by COVID-19 on the world innovation processes and globalization, and shows that world trade has recovered faster than the most optimistic expectations, presented in the acute phase of the crisis, and information and communication technologies have received a global impulse, surpassing the efforts of individual corporations to change the regulatory landscape of the world economy, which can further accelerate digitalization of the world economy. At the same time, the slowdown of globalization is not accompanied by a decline in innovation activity - the world economy is undergoing a structural transformation caused by the potential of information technology accumulated in the 2010s, and in the future, it is expected to increase connectivity within local regional trade and economic associations. The new stage of globalization is completely heterogeneous in its impact on countries and industries, the strengthening of trade confrontation and the potential for re-shoring is weakly visible even in the most knowledge-intensive industries, and becomes a bargaining chip in the development of promising breakthrough technologies and the formation of new industries. The advantage of multinational companies to develop innovations is reduced, the barrier to market entry for small innovative groups is reduced, and the role of state systems to support science is also reduced - increasingly these functions are taken over by the largest high-tech companies investing in research and development, university and independent scientific groups around the world.

1 Пандемия COVID-19 актуализировала дискуссию о замедлении мировой экономической интеграции, международной торговли и частично таких основ инновационного развития, как трансферт технологий, деятельность высокотехнологичных транснациональных компаний, прямых иностранных инвестиций в науку и инновации [Wang, Sun 2020; Хейфец, Чернова 2020; Феофанов 2020; Reinhart, Reinhart 2020]. Все больше экспертов и государственных регуляторов сходятся в том, что глобализирующиеся в последние десятилетия производственные цепочки чрезмерно удлинились, создав качественно новые риски для стратегической стабильности стран [Razin 2020]. Произошло выделение отраслей, в которых за счет глобализации резко выросла инновационная конкуренция, участились нарушения режима охраны интеллектуальной собственности. Причем это имело место не только из-за межгосударственной конкуренции, но и в силу специфики современных высоких технологий - в частности, из-за низкого режима присвоения (appropriability regime)1 информационно-коммуникационных технологий, упростивших трансферты при усложнении возможности защиты технологических новаций [Holgersson et al., 2018]. 1. То есть возможностей для компаний удерживать интеллектуальную собственность длительное время, максимизируя ее коммерциализацию.
2 Инновационное развитие еще до пандемии все чаще начали связывать с реиндустриализацией развитых стран, например, за счет возврата производств из развивающихся стран в развитые (решоринг) (Кондратьев, 2018). О возможном росте влияния национальной промышленной политики и неопределенностей её последствий в связи с пандемией писал в том числе Д. Родрик [Aiginger, Rodrik 2020]. Соответственно, основной вопрос в мировом инновационном развитии после пандемии – перспектива усиления протекционизма: в каких направлениях, отраслях и объемах он будет происходить и какие группы стран/компаний/отраслей окажутся в большей и меньшей степени затронуты им. Исследователи, рассматривая тенденции, часто не учитывают специфику современных технологий, в первую очередь информационно-коммуникационных. Оценки показывают, что для преодоления последствий кризиса потребуется существенное наращивание темпов глобализации [Contractor 2021]. Сфера ИКТ при этом будет занимать ведущее место, оставаясь основным источником структурной трансформации экономики. Из данных компаний DHL следует [Altman, Bastian 2020], что в последние пять лет — и 2020 г. не стал исключением — медленно увеличивается средняя длина цепочек поставок, что ставит под сомнение окончательный уход от глобализации.
3 На фоне пандемии важным вопросом национальной безопасности стала сфера здравоохранения – в отношении поставок медицинского оборудования, продуктов питания, где назрела необходимость самообеспечения. Рост цифровых компаний и технологий, в том числе в здравоохранении и фармацевтике, настолько высок, что возможно говорить о цифровизации [Schilirò 2020; Abay, Tafere, Woldemichael 2020] как основном направлении глобализации.
