Humanitarian influence in foreign policy revisited: resources, channels, infrastructures

AbstractThe paper deals with a problem of conceptualization of humanitarian influence in international relations. It argues the existent concepts such as soft power and public diplomacy are not sufficient for complex research of humanitarian dimension of foreign policy. Theoretical limitations of soft power concept are unearthed. The paper introduces the concept of humanitarian policy and describes the structure of humanitarian influence process. A classification of major humanitarian policy channels is introduced comprising public diplomacy, education and socialization, norms and standards, international aid, mass media, lobbyism, and regime change. Reference is made to the fact that as a matter of actual practice hybrid channels and tools of influence have the upper hand. For instance, international aid is being conditioned upon political steps by a government of a target country, opening up internal market to corporations from a donor-state, adaptation of certain technical standards, purchasing of foreign technical equipment, etc. The typology of humanitarian policy resources is introduced comprising infrastructural, diplomatic, sociocultural, regulatory, and ideological types of resources. Strategy and tactics of state humanitarian policy is defined not as much by abstract conceptions and doctrines as by availability certain types of resources.

1 Проблематика мягкой силы и публичной дипломатии как средства ее реализации остается одной из активно обсуждаемых тем в рамках теории международных отношений. Гуманитарный инструментарий редко приводит к зримым политическим эффектам, если применяется в отрыве от других внешнеполитических инструментов. Это питает многолетние споры между скептиками и оптимистами мягкой силы, которые часто оставляют в тени изучение механизмов и практического опыта гуманитарной политики [Громыко 2014]. Продолжаются дискуссии об эффективности “российской мягкой силы”, представлены различные точки зрения: от негативных до оптимистичных оценок, вплоть до возможности конструирования консервативного образа будущего [Андреев 2016]. Большинство ученых согласны, “почему” мягкая сила важна, но до сих пор недостаточно ясности в вопросе “как” она применяется и наращивается [Katzenstein 1996, с. 504]. Определение мягкой силы через “привлекательность” и “формирование предпочтений” не содержит аналитических категорий, позволяющих проводить оценку эффективности [Lukes 2005]. Активное применение технологий мягкой силы значительно обогнало теоретическую проработанность концепции [Ганощенко 2017] ― не хватает целостной картины предметного поля. Гуманитарная тематика в последние десятилетия все более активно использовалась для обоснования внешнеполитического курса США и ЕС. Понятие “мягкая сила” и даже возникший значительно раньше термин “публичная дипломатия” получили широкое международное распространение после роспуска СССР [Барсенков 2015]. Дж.Най подчеркивал, что публичная дипломатия как практика мягкой силы была необходимой составляющей победы в холодной войне [Nye 2008]. Предлагались и новые термины ― умная сила, вовлечение ― но парадигма остается прежней.
2 Политизация данных понятий и их повсеместное публицистическое применение привело к широкому признанию их ограниченности для решения задач научных исследований [Hall 2010; Layne 2010]. Вместе с тем гуманитарный инструментарий все шире применяется на практике, на постсоветском пространстве он стал одним из главных средств распространения влияния Евросоюза [Смирнов 2018]. В этой связи актуальной является задача изучения конкретных механизмов и методов применения мягкой силы, поиск оптимальных форм деятельности на этом направлении, учитывающих как международный опыт, так и национальную специфику [Неймарк 2016]. Проблема заключается в том, что постулируется универсальный характер концепции мягкой силы, хотя и не отрицается, что законодателем мод выступают США. Вместе с тем теория мягкой силы не проясняет конкретные инструменты влияния и причинно-следственные связи, а исходит из абстрактной категории “привлечения на свою сторону” [Layne 2010]. Фактически, мягкая сила нередко служит универсальным понятием, заменяющим (маскирующим) в теоретическом анализе изучение комбинации различных средств внешнеполитического воздействия, в том числе вполне осязаемых, материальных и силовых [Soft Power and Diplomacy… 2020]. Как отмечал британский дипломат Р.Купер, “мягкая сила ― это бархатная перчатка, под которой всегда железный кулак” [Cooper 2004]. Целесообразно не углубляться в дискуссии о термине “мягкая сила”, а “отойти от объекта” и взглянуть на него с другого ракурса. Автор предлагает использовать в качестве базового более широкое понятие гуманитарного влияния, определяемое как воздействие на внешнюю и внутреннюю политику целевой страны через посредство общественных групп и институтов. Речь идет прежде всего о государствах как субъектах данной деятельности. Понятием более высокого уровня выступает гуманитарная политика, которая объединяет влияние как одностороннее воздействие, и сотрудничество как взаимодействие на основании общих целей между несколькими субъектами. Гуманитарное влияние может быть как прямым, целенаправленным, так и косвенным, основанным на подражании, тогда как гуманитарная политика ― это совокупность целенаправленных мер, хотя, как правило, не полностью централизованных даже в рамках одного государства и включающих инструменты непрямого воздействия.
