Abstract

The survey data on the perception of fairness in cross-national comparative context is rather limited. The major methodological and theoretical difficulties related to the study of this topic cross-nationally highlighted in the article are multidimensionality of the concept, time-dependence and context-dependence. Studying different aspects of fairness separately is one possible solution to overcome these difficulties. European Social Survey (ESS) introduced the module on economic fairness and welfare policies in the survey covering almost all European countries. This unique comparative data confirmed high similarity between European countries in public perception of key role of government in social provision regardless of the differences in welfare systems between countries. But the evaluation of the implementation of different redistribution strategies and government efforts to promote fairness, the satisfaction with the effectiveness of government institutions in fulfilling these functions are very different in European countries. The public demand for welfare state and policies is high and almost universally supported, but the consensus on the measures and strategies of achieving economic fairness is not reached in Russia as well as in most other European countries.
