Nation-Phobia and National Populism in a Globalizing World

Abstract

In the 1960–1970s, in Western intellectual circles the old Marxist dogma about the “withering away of the state”, which has been considerably weakened by that time, suddenly acquired unexpected allies not only in the person of influential post-Marxists like Jürgen Habermas, but also such liberals as Karl Jaspers and Hannah Arendt: They all believed in the advent of a new, “post-national”. By the beginning of the 21st century, the belief in the inevitable decline of the nation-state has become predominant in the worldview of Western elites. However, it is precisely today that the dogmatic and inconsistent nature of the post-national idea, having many signs of a phobia (the “nation-phobia”), seems evident, while national unity as an essential condition for the functioning of liberal democracies becomes ever clearer than before. The rise of populism can be seen as a peculiar proof of this thesis to the extent that it is a response to the erosion of political nations and deepening split between elites and popular masses. The article analyzes he relationship between elites’ nation-phobia and national populism, appealing to popular masses, as that of two closely linked opposites. It advances the hypothesis that the rise of populism in Western societies is caused not so much by new economic circumstances, but rather by long accumulated ideological, political and sociocultural problems, which have been exacerbated in the context of globalization. On the other hand, the peculiarity of contemporary Russian historical circumstances is emphasized. Here, it is not populism, but its alter ego – elitism – which poses the main political problem while producing nation-phobia.

Что такое нациофобия?
2 Впервые термин “нациофобия” мне встретился в свежей статье французского политолога Ж. Деланнуа, посвященной доказательству несостоятельности идеи “постнационального мираˮ [Деланнуа 2018]. Его аргументы представляются мне здравыми и убедительными. Французский политолог отмечает следующие особенности бытования данной идеи. Это, во-первых, узкий социальный круг ее поддержки, ограничиывающейся лишь элитарными слоями общества. Во-вторых, догматизм: идея “постнационального мираˮ преподносится как аксиома, не подлежащая обсуждению в силу своей очевидности. “Но, как это часто бывает, слабость аргументации пытаются компенсировать страстью, свойственной проповедникамˮ. В-третьих, стигматизация критики этой идеи: «Противоположная позиция, рассматривающая нацию как устойчивое и имеющее большое значение явление (по крайней мере в среднесрочной перспективе), в этой же среде воспринимается не иначе, как апология “закрытого общества”» [Деланнуа 2018]. Замечу, что выдвигаемая сторонниками постнационализма увязка “закрытостиˮ и национального устройства общества, характерная для современной либеральной среды, совершенно бездоказательна и во многом абсурдна.
3 Сама ценность “открытого обществаˮ сформировалась в узком кругу западных национальных государств. Следовательно, существование национального государства не только не было помехой зарождению этой идеи, но и выступало одним из важнейших условий ее появления и реализации на практике. Она не могла появиться в донациональных обществах, опирающихся на трайбалистские, авторитарные или тоталитарные традиции, а именно такие “закрытые обществаˮ преобладают в современном мире. Известная теория Э. Дюркгейма указывает на связь между формированием, сохранением, трансляцией коллективных представлений и социальной практикой определенных сообществ. Без опоры на социальную практику продукты коллективной культуры (например, этнический язык) выходят из употребления, умирают, перестают воспроизводиться исторической традицией, даже если сохраняются в некоторых текстах, либо не приживаются – в случае заимствования культурных норм. Разные типы сообществ несут ответственность за воспроизводство различных сторон культуры.
4 Если трансляцию языка и народных обычаев осуществляет этническое сообщество, то носителем и хранителем политических коллективных представлений выступает нация – сообщество граждан государства, осознающее свою ведущую роль в политической системе и свою культурную целостность, единство, скрепленное совокупностью культурных символов1. Не исключено, что в будущие времена ценность “открытого обществаˮ станет универсальной и тогда ее хранителем может быть все человечество, но пока такая перспектива кажется если и не фантастической, то уж очень отдаленной. К сожалению, связь между политическими демократическими традициями и нацией как их социальным носителем выпала из поля зрения не только в среде сторонников постнационального мира, но и всего современного обществоведения, что является отражением более общей научной проблемы. Как отмечает Э. Роулз, на протяжении века со времен дюркгеймовского открытия оно трактовалось упрощенно, поскольку изучение трансляции коллективных представлений было оторвано от понимания роли социальных носителей этих представлений и их социальных практик, хотя именно в акценте на этой связи кроется смысл теории Дюркгейма. Новая постмодернистская социология еще в большей мере затушевала эту связь, сведя коллективные представления к текстам [Rawls 2001]. 1. В ЕС также существует гражданство, совмещенное с национальным. Однако пока это по большей части формальное гражданство, не подкрепленное, как будет показано ниже, сложившейся общеевропейской идентичностью. По крайней мере, последняя существенно уступает национальной идентичности по своей значимости для подавляющего большинства европейцев.
