Interaction of Core and Periphery of the International System: Historical Analysis

The article is devoted to historical analysis of the core-periphery interaction within the international system. The Peace of Westphalia ushered in the international system as a phenomenon and engendered the first international system in history. The system of Westphalia was not elaborate in its structure and organization and did not demonstrate the full potential of an international system. The system of Vienna had a higher level of organization and a more elaborate structure. The expansion of the international system in the nineteenth century was accompanied by the growth of its core. At the same time, interaction became more complicated both within the core and on the periphery where new subsystems emerged. The system of Versailles encompassed the whole world and became the first global international system. This system had both an elaborate structure and a low level of sustainability toward the manifestations of violence. The international system created at Yalta and Potsdam became the first bipolar system based on adversarial relationship of the two leading powers. The bipolar system was replaced by the New World Order. It is also characterized by the intensive regional integration and armed conflicts on the periphery in which core states are actively engaged. Mainstream direction of this evolution is the expansion of the international system and elaboration of its structure accompanied by growth and elaboration of both core and periphery, as well as the increase of the importance of the periphery manifested among other things through the creation and development of the regional subsystems.
