Abstract

Whatever assessments are made, in general terms, of the reign of Anna Ioannovna or its separate episodes, the task of the article is to determine the contribution of the sovereign to the marine policy of Russia in the Baltic region and the south of Russia, which can not be considered without taking the relationships between St. Petersburg and the leading powers into consideration. Empress Anna’s contribution to the development of the Navy in these regions, Russia’s relations with Austria and France are considered on the basis of archival documents. Anna Ioannovna approached the problems of the fleet, shipbuilding and the industries that helped maintaining it responsibly and in a statemanslike manner, officially confirming her firm intention to faithfully fulfil the wishes of Peter I. Based on the declared course, Anna Ioannovna strictly adhered to the principle of inseparable connection between the security of the Empire (national security) and its having a strong combat-ready fleet. Catherine II followed the same principle unflinchingly. Anna Ioannovna intended to open a military campaign against Turkey taking advantage of its war with the Persians. In the summer of 1736, Russian troops captured the Turkish fortress of Azov and occupied key positions in the Crimea, but in November–December they were forced to leave the peninsula and move to Ukraine. In July 1737 the Turkish fortress of Ochakov fell, and with the capture of this fortress Russia got access to the Black Sea via the Dnieper. Anna Ioannovna's Ministry hoped to take advantage of the success of the Russian army; to that end, Russian diplomacy carried out preparatory work with the Turkish leadership. The author examines the reasons for convening the Congress in Nemyriv in 1737 during the Russo-Turkish war, the work of the Congress, its results and consequences for Russia. The Russo-Turkish war in the reign of Anna Ioannovna ended with the signing of the peace treaty in Belgrade on September 18(29), 1739.
