Transatlantism in the Context of the Decline of Globalization: Discussions in the USA

Abstract

The article is devoted to the study of the role and place of transatlantic relations in American strategic plans. Amid a decline of globalization, the American approaches to the problem of interaction with Europe with the aim of forming a new international relations system are analyzed. As a part of its strategy of the world economy fragmentation, the administration of J. Biden plans to create a bloc of “friendly” countries, the foundation of which should be a strengthened transatlantic community. However, the leading American political and ideological groups disagree with many aspects of the administration's plan to develop transatlantic relations. For example, the conservative democrats think than it is necessary to carry out reindustrialization by expanding functions of a State. The progressives demand to base the new transatlantism on the general transition to renewable energy and ideas of social equality. The moderate republicans propose to focus on deepening the European integration. The conservatives are confident that true transatlantic solidarity can be built only on the basis of center-right ideological unity. All the groups agree that it is necessary to stimulate the activity of the EU on the anti-Russian direction. Regarding the administration's demand for Europe to sever relations with China, the progressives, conservative democrats and moderate republicans believe that the administration's policy splits the transatlantic community. Although to some extent, most of the groups (except progressives) are concerned about protectionist measures on both sides of the Atlantic, it is still believed that such steps are permissible during the transitional stage of the restructuring of the world order. In general, the Biden administration's policy receives only partial support for its transatlantic course, so quick consensus on the transatlantic future is unlikely.

2 Формирование устойчивых трансатлантических отношений было инициировано США во второй половине 1940-х годов с целью создания ядра Pax Americana. Холодная война серьезно укрепила эти отношения, сделав их стержнем “объединенного Запада”. Однако после триумфального для него окончания холодной войны трансатлантические отношения стали утрачивать былую значимость, особенно в военной сфере. Многие европейские члены НАТО минимизировали свой вклад в обороноспособность альянса, направив максимум ресурсов на развитие экономики и уровня жизни населения. В результате трансатлантический торговый баланс в начале XXI в. начал склоняться в пользу ЕС, а в США экономическая ситуация стала неустойчивой. Все американские президенты в этот период (Дж. Буш мл., Б. Обама, Д. Трамп) пытались по-своему “восстановить справедливость”, заставив европейцев платить “честную долю” в сфере безопасности (2% ВВП на военные нужды) и сократить трансатлантический торговый дефицит.
3 Радикально улучшить отношения с европейскими партнерами обещал в своей предвыборной программе и кандидат в президенты, демократ Дж. Байден. Однако в первый год своего президентства он не торопился исправлять ситуацию и даже не отменил многое из “наследия” Трампа, например, протекционистские тарифы. Кроме того, Байден давил на европейцев, требуя отказаться от сотрудничества с Китаем, а также шокировал их стремительным выводом войск из Афганистана, провозглашением концепции AUKUS (Australia, United Kingdom, United States, 2021 г.) и неприятием “Северного потока-2”. Европейцы, ссылаясь на ухудшение общей ситуации (ускорение негативных климатических процессов, рост геополитической напряженности, пандемия и т. д.), также не предпринимали реальных шагов навстречу Вашингтону. Более того, в период между избранием и инаугурацией Байдена ЕС заключил инвестиционное соглашение с КНР, принял законы, “дискриминирующие” в Европе американские цифровые гиганты, а оборонные траты были увеличены лишь символически. Иными словами, трансатлантические отношения становились все более хрупкими.
4 Однако начало российской Специальной военной операции (СВО) на Украине заставило Белый дом резко активизироваться на трансатлантическом направлении. В марте 2022 г. в ходе поездки на саммит НАТО Байден заявил, что главное в трансатлантизме – это военно-политическая сплоченность альянса, “который никогда не был так един, как сегодня” [ист. 1]. Это единство обеспечивалось общими санкциями против РФ, поставками вооружений Киеву, а также клятвенными заверениями европейцев направить, наконец, 2% ВВП на вооружение своих армий.
5 Тогда же стороны подписали “трансатлантический пакт”, нацеленный на снижение зависимости Европы от российских энергоносителей за счет импорта из США дополнительных объемов СПГ. Кроме того, они достигли предварительного соглашения о регулировании передачи персональных данных через Атлантику, договорились приостановить взаимные тарифы в авиационной, сталелитейной и других отраслях. В этом контексте активно подчеркивалась важность создания в июне 2021 г. Совета по торговле и технологиям США–ЕС (Trade and Technology Council, TTC), нацеленного на развитие двусторонних торговых, инвестиционных и технологических отношений.
