Abstract

The article notes the dynamic evolution of confrontation between the USA, their partners and China during the early 2020s. The sides of the confrontation have also begun to discuss the rules which can prevent the uncontrolled escalation. But it did not mean the termination of the military potentials’ races. The White House has rebuilt and expanded the system of military-political formats in the Indo-Pacific region. The policy first of all includes the establishment of AUKUS (2021, September) and the “Blue Pacific Alliance” (2022, June). Accordingly, the USA have been trying to stimulate the European partners to make military contribution to the containment of the PRC. In this regard, the article pays special attention to Germany. The paper compares its present and possible military contribution to the deterrence of Russia and containment of China, the unpreparedness for the active usage of NATO in the second case. This unreadiness was a rather important element of German efforts for the strategic anchoring to the Indo-Pacific region. The USA had tried to encourage the FRG to change its approach. The result of this policy on the track of NATO was limited, mostly declarative. The system of military-political formats created by Washington has another meaning. The structures have been used not only for the containment of the PRC, but also for the regulation of European countries’ policy in the Indo-Pacific region in a direction favorable to the U.S. The article concludes with two possible scenarios of the future German political-military strategy in the Indo-Pacific region.

1	ВВЕДЕНИЕ
2	Различия между Западом и не-Западом¹ на Дальнем Востоке намного более отчетливы, чем в ряде других регионов мира – в Африке (как севернее, так и южнее Сахары), Латинской Америке, на Ближнем Востоке. Ключевое проявление этого – наличие масштабной разноаспектной (ценностно-информационной, политико-дипломатической, экономической и военной) конфронтации между США, группой их партнеров и Китаем. Прослеживание динамики и понимание логики развития этого процесса особо актуальны в условиях очевидного смещения центра тяжести в международных торгово-хозяйственных связях на Индо-Тихоокеанский регион.	1. Содержание и соотношение двух данных понятий, образующих дихотомию, четко показано в работах отечественной исследовательницы-международника Т.А. Алексеевой [1].
3	Это положение существенно стимулирует интерес к стратегическому закреплению в ИТР внешних игроков, в частности ведущих западноевропейских континентальных государств. Необходимо учесть огромный масштаб и диверсифицированность их экономических связей с КНР и иными региональными акторами. Из числа стран – участниц ЕС Германия лидировала по объему экспорта в Китай, который в свою очередь неизменно входил в число ведущих импортеров в ФРГ [2, с. 213]. Притом оба государства относились к числу наиболее развитых в промышленном отношении.
4	Рост конфронтации в ИТР стал мощным препятствием на пути развития торгово-хозяйственной кооперации сторон. Континентальным европейским государствам – членам НАТО требовалось привести в соответствие два сложносочетаемых фактора. Во-первых, не допустить деградацию диалога с Китаем, во-вторых, учитывать настоятельные пожелания США, англосаксонских стран в целом, а также Японии принять участие в “сдерживании” КНР. Решение этой непростой задачи еще более усложнилось в условиях создания новых военно-политических форматов – таких как AUKUS (Australia, United Kingdom, United States), Partners in the Blue Pacific (PBP, “Партнеры в голубом Тихом океане”) и активизацией функционирования четырехстороннего диалога по безопасности (Quad group of nations, Quad/QUAD).
5	В вопросе совместного с европейскими демократиями “сдерживания” России (как и ранее СССР) США традиционно проявляли повышенный интерес к кооперации с ФРГ. Это объяснялось ее большими ресурсами, способностью их эффективно использовать в партнерстве с Белым домом и Бонном/Берлином. Однако с начала XXI в. в традиционной дихотомии их взаимоотношений наряду с кооперацией все заметнее стали усиливаться элементы конкуренции.
6	Так, Берлин неизменно занимал особую позицию по многим общеполитическим и военным вопросам, неоднократно принимая более осторожные, чем Вашингтон, решения. Это объяснялось, среди прочего, ответственностью за Вторую мировую войну, и определяло формы утверждения Германией своего лидерства на региональных и глобальном уровнях. Ее приверженность идее “стратегической сдержанности” была наиболее заметна в вопросах использования бундесвера, особенно в военных операциях. Кроме того, в начале 2020-х годов заметно увеличился практический вклад ФРГ в “сдерживание” России по линии НАТО. Фактор Специальной военной операции (СВО) в данном случае был использован как повод для ускорения давно наметившейся тенденции [ист. 1]. Германская позиция рассматривается в контексте усиления конфронтации между США и Китаем.
