Abstract

The development of the ICT industry in the modern globalised world has an increasing impact on political relationships between states and various non-state actors. The article aims to research the nature of the international system of relations between states in the ICT sphere and to define whether this system is unipolar, bipolar, or polycentric. By using the provisions of the international political economy, technology transfer theory and world-systems theory, as well as quantitative methods, the authors developed and substantiated the international rankings methodology of international power research in the global ICT industry based on the data of OECD TiVA FD_EXGR_VA Gross exports by origin of value added and final destination of the ICT three key industries (IT and other information services, Telecommunications, Computers, electronic and optical equipment) for every system actor.Based on this the authors evaluated the distribution of the power between the states and identified key actors, defined state functions and resulting therefrom components of the global ICT industry, competition types for these components, and by typological classification of states defined five of their types (“worker”, “altruist”, “merchant”, “median”, “consumer”), analysed their strengths and weaknesses, provided the network analysis of creating value added, which visualises the key connections between countries. Conclusions are drawn about the polycentric nature international system of relations between states in the ICT sphere, a number of practical results have been achieved, which contribute to a better understanding of the mechanisms of the uneven development of the states from the point of view of non-hierarchical models and show state functions in the ICT sphere; estimations are provided for the balance of power in the current system as a result of the process of decoupling economies and technological decoupling between USA and China.

1 Задолго до появления современных информационно-коммуникационных технологий (ИКТ) Й. Шумпетер сделал вывод о том, что технологическое развитие меняет организацию общества, его политику и экономику [1]. Вплоть до 2010-х годов промышленно развитые страны однозначно доминировали в сфере ИКТ, а система взаимоотношений между ее субъектами была однополярной с ведущей ролью США [2]. Глобализация привела к созданию глобальных цепочек добавленной стоимости: производственные процессы стали все больше выноситься в Азию [3]. Экономическое развитие Китая, Республики Корея, Индии серьезно сказалось на расстановке сил в сфере ИКТ и поставило под вопрос доминирование США [4].
2 Начавшаяся в 2018 г. торговая война США и КНР высветила роль технологий в контексте международной конкуренции и национальной безопасности [5, 6, 7, 8]. Встает вопрос: каков реальный характер нынешней международной сферы ИКТ – однополярный, биполярный или полицентричный? Цель статьи – выявление ведущих стран (полюсов), играющих ключевую роль в глобальных цепочках добавленной стоимости в сфере ИКТ.
3 Авторы опирались на теорию трансфера технологий К. Краузе и мир-системную теорию И. Валлерстайна, которые позволяют концептуализировать мировой порядок в сфере ИКТ и отразить положение акторов в нем. Количественная оценка мирового порядка в сфере ИКТ основана на базе данных ОЭСР “Торговля в терминах добавленной стоимости” (Trade in Value Added, TiVA). Рассматриваются три аспекта поставленной проблемы – система взаимоотношений государств в сфере ИКТ в целом, их положение и функции в этой системе, типология взаимозависимости между странами.

МЕТОДОЛОГИЯ
5 В мир-системной концепции мир делится на центр, полупериферию и периферию. Государства, входящие в ядро системы, сохраняют доминирующее положение за счет развивающихся стран, находящихся на периферии и полупериферии [9]. Последние стремятся переместиться ближе к центру, уменьшая свое технологическое отставание и инвестируя в передовые отрасли.
6 Теория распространения технологий рассматривает диффузию технологий и представляет ее в виде иерархической системы, в которой развитые государства, относящиеся к 1-му типу акторов (субъектов), управляют технологическим трансфером от развитых (1-й и 2-й типы акторов) к развивающимся государствам (3-й и 4-й типы) [10, 11]. Складывается система, в рамках которой технологическое развитие и распространение передовых разработок происходит неравномерно. Субъекты, регулирующие трансфер технологий, извлекают экономическую и политическую выгоду [11]. Акторы, относящиеся к более “низким” уровням иерархии, стараются ликвидировать технологический разрыв, инвестируя в НИОКР и копируя имеющиеся технологии.
7 Согласно парадигме “летящих гусей” К. Акамацу, государства развиваются по определенному пути, в рамках которого проходят ряд этапов от трудоемкого к капиталоемкому производству [12]. Более того, утверждается, что страны повторяют не только экономический путь развития, но и перенимают либеральные и демократические ценности [12, 13]. Некоторые авторы отмечают неприменимость такого подхода к современным реалиям [14]. Динамика сферы ИКТ показывает, что в ней не соблюдаются правила, описанные у К. Акамацу. Тайвань, Гонконг, Китай не следуют по пути ведущего субъекта, а развиваются в рамках узкой специализации, что позволяет им успешно конкурировать с традиционными лидерами индустрии.
