Abstract

The expansion of terrorism in the Middle East in the context of the Arab Spring has become a factor of unprecedented military-political rapprochement between Iran and Russia. This article studies the anti-terrorist cooperation between the two states. The author argues that the new level of cooperation between Tehran and Moscow is a consequence of structural conditions of the international environment, which has come under pressure of international terrorism. To combat terrorism, Iran and Russia are trying to use instruments of not only “hard” but also “soft” power by creating platforms for intercultural and interreligious dialogue. In this regard, the legal foundations of anti-terrorist cooperation between Iran and Russia, its forms and levels are explored. The paper also assesses the possibilities and prospects of cooperation between the two states in the fight against terrorism. The author predicts functional and geographical expansion of the interaction of the two sides in the context of their anti-terrorist strategy. In this context, Central Asia – a significant channel of trafficking of Afghan opiates, and the radical ideology of jihadists, is identified as an important vector of cooperation. The author notes that if Iran intensifies its participation within SCO and CSTO, the potential of these institutions in the fight against non-traditional threats will increase and possibilities of joint participation of Iran and Russia in the settlement of the Afghan conflict will expand. An increase in cooperation between Tehran and Moscow in the field of cyber terrorism is expected against the background of the signing of an agreement between the two states on ensuring information security. The article concludes that the threat of terrorism to the security of Iran and Russia creates many options for joint fight against this destructive phenomenon, but the use of those opportunities remains limited

ВВЕДЕНИЕ
2 Международный терроризм сегодня является одной из главных угроз не только глобальной безопасности, но и человеческой цивилизации в целом. Данный деструктивный феномен уже не одно десятилетие подрывает социальную стабильность в различных государствах мира, причиняя также колоссальный материальный ущерб. По данным доклада Института экономики и мира (The Institute for Economics & Peace, IEP) “Глобальный индекс терроризма – 2020”, в 2019 г. ущерб от терроризма в денежном выражении составил около 27 млрд долл. (в 2014 г. он достиг рекордного уровня в 116 млрд долл.). В Афганистане – наиболее подверженном террористической угрозе государстве – в 2019 г. ущерб от терроризма оценивался почти в 17% ВВП [ист. 1]. В десятку стран, наиболее пострадавших экономически от террористического насилия, вошли также Сирия, Нигерия, Сомали, Ирак и др.
3 Вышесказанное актуализирует как научное осмысление феномена терроризма, так и поиск оптимальных стратегий практической борьбы с ним. В этом контексте важным представляется анализ опыта антитеррористичсекой борьбы различных государств, которые находятся в состоянии перманентой войны с терроризмом. Среди таких государств – Иран и Россия ввиду их географической близости к очагам активности радикалов [ист. 2] (см. таблицу) и вовлеченного участия в разрешении сирийского конфликта.
4 В представленной таблице можно увидеть, что террористическая угроза в соседних Ирану и России государствах остается очень высокой. Более того, в некоторых странах она показывает динамику ухудшения. При всех методологических недостатках (например, причины “ухудшения” ситуации в России в 2022 г. сразу на семь пунктов) рейтинг Global Terrorism Index достаточно верно показывает общую картину опасности терроризма для России и Ирана. В этой связи цель настоящей статьи заключается в выявлении возможностей и оценке перспектив ирано-российского антитеррористического сотрудничества на современном этапе. По мнению автора, в ближайшее десятилетие динамика региональной борьбы с терроризмом в регионе Ближнего Востока и Северной Африки во многом будет зависеть от усилий Ирана и России и их партнеров в регионе (в первую очередь Турции, Ирака, Сирии), их готовности наращивать сотрудничество на данном направлении, преодолевать на двустроннем уровне существующие и потенциальные противоречия во имя победы над общим врагом.

6 Несмотря на очевидность угрозы терроризма, сам этот феномен остается достаточно дискуссионным не только в общественно-политических кругах, но и академическом дискурсе. На данный момент нет единства относительно определения термина “терроризм”. Как отмечает российский исследователь С. Веселовский, “мало, кто может дать четкое определение этому явлению. Целый ряд специалистов-террорологов посвятили десятки страниц проблеме определения терроризма только для того, чтобы в итоге прийти к выводу, что их усилия бесплодны и, скорее всего, бесперспективны” [1, c. 38]. Во избежание терминологической путаницы настоящая работа будет опираться на определение специалиста по проблематике мировой политики Дж. Кираса, который определяет терроризм как “организованное незаконное использование насилия или угрозы его применения в международном (транснациональном) масштабе против группы людей или конкретных индивидуумов, а также их имущества для достижения политических целей, запугивания оппонентов и разжигания массового недовольства в обществе” [2, p. 449]. Также необходимо уточнить, что ввиду транснационального характера современного терроризма в настоящей статье термины “терроризм” и “международный терроризм” употребляются как синонимы. Автор подчеркивает религиоцентричность идеологии современного терроризма, поэтому в настоящей статье под международным терроризмом “подразумевается религиозно-исламистский терроризм, который включает деятельность джихадистских группировок, опирающихся в своей деструктивной практике на идеи салафизма” [3].
