Abstract

The article presents an approach to assessment of how independent an international actor can be from the political point of view. The author formulates a coordinate system composed of four spaces (fields) of social communication. The first one is the space of ideological interaction. In this space, governments have a possibility to manipulate the policies of their counteragents via exploiting psychological sentiments in the short term or fortifying specific worldview attitudes in the long run among the peoples in foreign countries. The second is the space of international norms. Unlike on the national level, the international relations system does not imply an existence of a common decision-making mechanism that serves as a generator of communication norms. Therefore, states use their national might to establish a normative order, which they are trying to fortify by consequently repeating specific actions in the international arena. In the third space, international actors try to integrate their counteragents into a specific type of economic relations that would serve as a determinant of their behavior. Finally, in the security space, the relations of states are defined by their internal understanding of what specific international trends and policies could threaten their own interests of national survival and development. The author concludes that the state of affairs in these four spaces determines the nature of subjectivity (sovereignty) of international actors on the global political stage. Through this lens, their bilateral relations could be classified into one of three types: subject-subject (interdependent), subject-object (unilaterally dependent) or object-object (independent). Therefore, the assessment of the nature of interstate bilateral relations could serve as a good starting point to characterize the whole structure of the international relations system: whether it is functioning in a unipolar, bipolar or multipolar manner. Moreover, the presented methodology could help to evaluate a degree of effectiveness of the foreign policy strategies implementation, since it presents a measurable coordinate system of the state and the structure of international affairs.

1 На современном кризисном этапе развития системы международных отношений значительно обострилась конкуренция между ведущими мировыми державами. Выход отношений России и Запада обратно на уровень почти прямой конфронтации актуализировал ряд фундаментальных вопросов по исследованию природы МО. В частности, введенный против России беспрецедентный пакет санкций, вывод ее из ряда многосторонних объединений и другие меры давления и изоляции поднимают проблемы определения природы и качества субъектности участников международного общения, формулирования критериев типологизации двусторонних и многосторонних отношений, выведения методологических подходов по прогнозированию динамики и вероятных векторов отдельных тенденций мирового развития.
2 Пожалуй, ключевым предметом противоречий в политике крупных игроков являются принципы организации международных отношений. В последние десятилетия особенно наглядно прослеживалась и открыто формулировалась политическая линия ряда государств по встраиванию третьих стран в заранее определенную систему неравновесных отношений. Тенденция укрепления определенных правил поведения в качестве фактически действующих на глобальном уровне приводила к эрозии формальных норм международного права, в корне меняя основы выстраивания иерархии отношений между странами и приводя к фундаментальным разногласиям.
3 Подобные тенденции международной жизни принципиально иначе актуализируют вопрос о выработке более предметного инструментария для анализа наполнения отношений между государствами. Что конкретно в общении двух условных стран определяет их качественную роль в диалоге? Почему формально одинаковые решения государств в отношении друг друга могут иметь совершенно разные фактические значения? Если условно допустить, что, например, Иран захочет ввести финансовые санкции против США или Парагвай – запустить ядерную ракету против КНДР, подобные решения в текущем международно-политическом моменте будут попросту не реализованы.
4 В настоящей статье формулируется подход к оценке качества отношений одного государства на предмет степени его субъектности (суверенности) к другому в ключевых пространствах международного общения. Ядро подхода составили разработки нескольких поколений политологической школы ИМЭМО РАН по анализу международно-политических проблем, политических пространств и структуры международных отношений, представленные прежде всего в коллективных монографиях под редакцией Н.Н. Иноземцева [1], В.И. Гантмана [2], трудах И.Л. Прохоренко [3], Ф.Г. Войтоловского [4], а также в самостоятельных исследованиях двусторонних отношений США с другими странами, проведенных автором данной статьи [5, 6, 7, 8].
5 Международные отношения во всей их совокупности можно подразделись на множество разновидностей общения, проявляющих себя в активной форме или находящихся в латентном состоянии. Многообразие взаимодействия между людьми, их группами, целыми обществами и государствами осуществляется в определенных измерениях – пространствах международного общения [3, сс. 29-31]. Причем взаимное пересечение этих многомерных областей взаимодействия обусловливает сложность выявления корневых императивов субъекта в осуществляемой им стратегии и практике. Например, его экономические интересы могут достигаться вовсе не экономическими инструментами, а зачастую военными или политико-дипломатическими, и наоборот. Поэтому при анализе степени преломления общественных тенденций под воздействием идеологии настоящее исследование опирается на ряд обобщенных и наиболее значимых типов международных социальных пространств [2, сс. 243-306].
