Abstract

The article presents a theoretical model of how ideological concepts may impact the foreign political strategies of states. The author thinks that the necessity to build a more concrete understanding of the strategic goal setting process is more relevant these days due to the increasing ochlocratic influence on the governmental behavior in the international arena. The model is based on three logically intertwined pillars. The first of them analyzes the socio-psychological mechanism of the transformation of ideas into specific actions from the part of an individual or a collective body. Special attention is paid to the phenomenon of ideologemes as compact expressions of normative attitude towards the surrounding events. The article also takes into consideration psychological predispositions that made the conversion of some ideas into actions more probable. The second pillar accounts for the decision-making process. It analyses the most significant elements of the mechanism, that determine how long-term national interests and specific goals are formulated within the political establishment, the expert and governmental officials’ community. The author also presents a vision in which an overall national might, presence or absence of political will define the spectrum of potentially made decisions. This approach can give a more detailed and concrete understanding of the nature of subjectivity in world affairs. The third pillar is based on the analysis of how a governmental actor perceives through its ideological lens its own interaction with the surrounding international environment. This pillar considers the actors’ self-positioning in the world, the foreign policy instruments this actor uses to affect external objects in order to fortify its place on the global stage. The model may be useful for research of the long-term foreign policy strategic planning, establishing specific criteria of effectiveness of its implementation, and forecasting the decision-making process.

1 Значимость событий февраля 2022 г. для истории мирового развития сложно переоценить. Возврат России и Запада после тридцатилетнего периода отношений на уровень фактически прямой конфронтации безусловно можно будет считать точкой отсчета нового этапа не только европейской, но и всей мировой истории. Это обуслвливается всепроникаемостью последствий начала российско-украинского конфликта для буквально всех форм общественного взаимодействия: от межличностного общения физических лиц, их культурной взаимосвязанности до судьбы остатков системы стратегической стабильности, глобальной финансовой архитектуры, структуры межгосударственных отношений.
2 Масштаб произошедших событий ставит ряд фундаментальных вопросов по их теоретическому осмыслению в самом широком спектре исследований международных отношений. Настоящее исследование сосредотачивается на одном из таких вопросовподхода к оценке воздействия идеологии на внешнюю политику государств. Сегодня для целого поколения людей события украинского кризиса окажутся главными психоэмоциональными потрясениями их жизни, конституирующей частью их самопозиционирования. Активизировавшиеся процессы образования новых, укрепления или ослабления старых идентичностей протекают благодаря техническому прогрессу и глобализации в принципиально новой среде информационного обмена, все больше увеличивая опосредованное влияние широких слоев общественного мнения как фактора международной жизни. Подобная охлократизация принципиально иначе ставит вопросы об обстоятельствах принятия государственных решений, об их рациональности, о критериях их эффективности.
3 Представленная в статье исследовательская модель на эти вопросы через поэтапный анализ взаимосвязей между идеями и их носителем, между процессом принятия им решений и возможностями по их имплементации в жизни, между носителем и внешней для него . Модель основана прежде всего на отечественных исследованиях различных аспектов воздействия идеологий на общественно-психологические процессы и механизмов принятия государственных решенийвыделяются работы Н.А. Косолапова [1], И.С. Семененко [2], Н.И. Клушиной [3], Г.В.Пушкаревой [4], И.Л.Прохоренко [5], И.А. Истомина [6] и Ф.Г. Войтоловского [7].

5 В настоящем исследовании идеология представляет интерес в той степени, в которой она воздействует на стратегическое целеполагание государства, на его поведение в мире, его внешнеполитическое мышление как особый тип такового. Таким образом, отправным является вопрос о воздействии идеи на поведение ее носителя.
6 Не всякая единица информации обязательно побуждает человека, группу лиц или даже целое общество непременно совершать определенные действия. Текст, изображение, мелодия, какие-либо символы или другие проявления культуры сами по себе не могут автоматически возбудить какую-либо реакцию. При “попадании” в человека всякая информация проходит сложный путь с момента ее восприятия, обработки на “входе”, которая далеко не всегда даст что-то на “выходе”. Н.А.Косолапов выделяет три структурно-функциональные составляющие общественного сознания, значимые для понимания его внутренних механизмов. Первая – это мировоззрение субъекта, совокупность накопленных знаний и способов их получения. Вторая – общественная психология, внутренний мир и жизненный опыт субъекта. Эти два компонента можно охарактеризовать как контекст, в котором воспринимается всякая информация, попада в субъекта из окружающей его внешней среды. Однако контекстуального фона недостаточно для того, чтобы говорить об общественном сознании как о субъекте. Совокупности взглядов, отражающих в упорядоченной форме отношение людей к окружающей действительности, также недостаточно, чтобы вести речь о субъектности ее носителя.
