Prospects for Military-political Integration in Asia. Is an “Asian NATO” Feasible?

Abstract

A unified strategy of formation of a new organization on security in Asia is absent. Such an initiative is not being emanated by the states of the region. Up to a dozen of varying interpretations of the notion of an “Asian NATO” are spread among the political-academic circles of different countries. The main bulk of such interpretations remain of an American authorship and are aimed at formation of military-political alliance targeted against China, and rather through activation of existing formats than through establishing a formalized military alliance. There is an evolution of the quadrilateral format of QUAD. The bifurcation point in its development requires a choice between evolution towards the real military alliance and\or in direction of a hybrid strategy of general political and economic interaction within the Asia-Pacific region, with only marginal components in security area. The American concept of Indo-Pacific region is criticized by the states of the region, and especially by the ASEAN member countries. The role of ASEAN as organizer and coordinator in the security area is decreasing. New configurations of military-political cooperation in Asia and the Asia-Pacific region are emerging (Japan–India, India–Indonesia–Australia). Russia should be cautious in reacting to not-yet-formed American initiative targeted against China, to avoid actions leading to a new split between groups of states in Asia as a whole and specifically in the Asia-Pacific region, with understanding that in such a split Russia would play not a leading but a secondary role. The majority of the states of the Asia-Pacific macro-region are not ready to shape or join any formal anti-Chinese alliance under the U.S. leadership.

ВВЕДЕНИЕ
2 В политических дебатах и научной литературе все чаще можно встретить рассуждения о перспективах формирования “азиатской НАТО”. Этот термин является “журнализмом”, на сегодняшний день не закрепленным и не принятым ни в одном официальном документе США, КНР или других азиатских стран. Однако он емко обозначает вполне определенный круг проблем, с которыми столкнулись государства региона, и которые в том числе требуют выработки политической линии со стороны России. Речь идет о новом этапе военно-политической кооперации и интеграции ряда стран Южной и Восточной Азии и АТР (в западной терминологии – в Индо-Тихоокеанском регионе). При этом в политико-академических кругах существует несколько трактовок и сценариев того, какова конфигурация, цель и участники такой интеграции.
3 Чаще всего под терминологией “формирование аналога НАТО в Азии” имеется в виду продвигаемая по инициативе США консолидация группы государств Южной и Восточной Азии и АТР для противостояния Китаю, создание в Азии не столько военного союза, сколько “тематической” аморфной группировки, участников которой объединяют явные или неявные противоречия с активизировавшейся геополитикой КНР.
4 Но встречается и более прямой смысл понятия “азиатская НАТО”: это замысел формирования в Азии нового формального военно-политического альянса с участием, помимо стран региона, также “заокеанских” партнеров (США, Великобритании и др.), построенного по аналогии с НАТО и/или с ушедшими в историю альянсами СЕНТО (СЕNТО), СЕАТО (SЕАТО) и АНЗЮС (ANZUS).
5 В узком значении речь идет о закреплении и дальнейшем развитии формата так называемого Четырехстороннего сотрудничества в сфере безопасности (QUAD), охватывающего США, Японию, Индию, Австралию и, в перспективе, другие государства АТР1. 1. Наблюдателями в QUAD являются Новая Зеландия, Южная Корея, Вьетнам.
6 Иногда прообразом межрегионального военного альянса называют также соглашение AUKUS (Австралия–Великобритания–США). Однако эта структура формировалась скорее как конкретное соглашение в военно-промышленной сфере, оно ближе по типу к программам в рамках инициативы стран Евросоюза PESCO и пока не является даже отдаленной аналогией альянса типа НАТО.
7 Одновременно существует перспектива реального расширения Организации Североатлантического договора в Азию, потенциальное включение в состав ее членов (пусть в особом статусе) таких стран, как Республика Корея, Вьетнам, Таиланд и др.
8 “Облегченная” версия подобного плана предполагает вовлечение азиатских государств без предоставления формального членства во взаимодействие и сотрудничество с НАТО посредством участия военных этих стран в программе “Партнер c расширенными возможностями” (Enhanced Opportunity Partner, EOP), учениях альянса, повышении квалификации командных кадров в Оборонном колледже НАТО (NATO Defense College, NDC) в Риме, совещательных форматах, обеспечения “интероперабельности” военных и командных структур Североатлантического договора и азиатских партнеров и пр.
