Abstract

The paper is devoted to the analysis of channels of institutions’ impact on the technologies’ performance, diffusion, and change. First channel is technological norms that connect resources and technological artefacts with results (production). These norms differ from other types of institutions by presence of additional enforcement mechanism – laws of nature. Second channel connects country’s institutional environment tightness/looseness with level of technological discipline through workers’ subjective norms that are forming this environment. Third channel associates level of economic freedom though opportunity entrepreneurship with an economy’s technological development. Basing these channels analysis the recommendations for scholars and practitioners are formulated.

1 Экономическое развитие стран мира отличается, как известно, большой неоднородностью. Относительно ее причин существует несколько гипотез. Дивергенцию путей развития объясняют факторами генетического разнообразия населения [Ashraf, Galor 2013] (см. критику этого подхода в [Daniele, Di Ruggiero 2018]), географическим положением стран [Tang 2016], длительностью существования на соответствующей территории государств [Borcan, Olsson, Putterman 2018], давностью осуществления на ней неолитической революции [Putterman 2008], институциональной средой [Rodrik, Subramanian, Trebbi 2004], социетальными культурными ценностями [Granato, Inglehart, Leblang 1996], интеллектуальными способностями населения [Rindermann, Kodila-Tedika, Christainsen 2015], применяемыми в экономике страны технологиями [Canidio 2018], интенсивностью инновационных процессов [Fagerberg, Srholec, Verspagen 2010]1 и др. Все такого рода гипотезы имеют удовлетворительные статистические подтверждения на основе корреляционно-регрессионного анализа, а ряд из них – и убедительные содержательные объяснения, опирающиеся на правдоподобные механизмы воздействия упоминаемых факторов на развитие. 1. Приведенные ссылки охватывают лишь малую часть публикаций, посвященных обоснованию и обсуждению соответствующих гипотез.
2 Важно подчеркнуть, что многие из упомянутых факторов не могут быть объектами целенаправленного изменения: они либо относятся к прошлому (например, период осуществления неолитической революции), либо для них не существует механизмов “оперативного” изменения (например, социетальные культурные ценности). Поэтому для целей экономической политики наибольший интерес представляют такие факторы, как институциональная среда, технологический базис экономики и интенсивность инновационных процессов: все они, как говорит экономическая теория и показывает мировой опыт, были и остаются объектами разнообразных реформ, влияющих на ход экономического развития различных стран.
3 В данной статье я проанализирую связи названных факторов – институтов, с одной стороны, и технологий и их изменений, то есть инноваций, – с другой. Для этого сначала будет обсуждено и определено понятие технологии, а затем на его основе – каналы влияния (или механизмы влияния) институтов на технологии – их функционирование, распространение и изменение.
4 Дело в том, что хотя связь технологий и институтов – улица с двусторонним движением, влияние технологий на институты вполне понятно. Технологии и их изменения воздействуют на издержки различных видов деятельности, в том числе и трансакционные издержки функционирования институтов, изменяя как действенность последних, так и мотивы адресатов, побуждающие их следовать или не следовать правилам как составным частям институтов. Классический пример: изобретение револьвера системы “кольт” и колючей проволоки резко сократило издержки защиты прав собственности в период освоения Дикого Запада, высвободив время и усилия для производительной деятельности [Anderson, Hill 1975], а через этот фактор повлияло и на развитие сельского хозяйства в целом [Hornbeck 2010]. Разумеется, не все технологии и их изменения влияют на институты, однако механизм воздействия это не затрагивает. Но и процессы изменения институтов, в свою очередь, оказывают влияние на развитие технологий.
