Development Policy or Migration management? (The EU Approach Analysis)

Abstract

The main purpose of the research is to identify the achievements and failures of the European Communities/European Union development policies in terms of countering unwanted migration from third countries to Europe. European development policy started in the 1950-1960s due to the colonial past of many European states which felt responsibility for their ex-colonies. Common development policy was based at first on the values, but later transformed to serve the European geopolitical interests. Therefore, the European development policy changed from providing unilateral preferences and gratuitous help to making any aid conditional on the partner's ability to meet the EU requirements. Thus, the responsibility for development was gradually moved from Europe to the African, Caribbean and Pacific (ACP) states. In the 2000s, the need to prevent massive immigration making it more manageable became one of the regular EU interests. Therefore, the European Union launched the external dimension of its migration policy that was aimed at making development work for migration prevention. This trend contributed to the EU development policy reorientation from the poorest states to the nearest ones. Although the EU development policy was transformed, it failed to meet most of its aims. The main failures were the expectation to limit immigration in the short-term and overestimation of the Union’s normative power. Because of both Brussels’ inability to ensure development globally and the widening gap in the welfare between the ACP states and Europe, the immigration to the EU is unlikely to drop until 2060s.

Трансформация политики развития
Истоки миграционного кризиса в ЕС и взаимосвязь с политикой развития
1 Политика содействия развитию третьих стран, которую сегодня реализует Евросоюз, обусловлена во многом колониальным прошлым европейских стран, хотя складывалась она в период деколонизации и значительно трансформировалась в постколониальную эпоху. Общеевропейская политика содействия развитию зародилась 1950-, когда она была передана в компетенцию Европейской Комиссии с целью оптимизации расходов и формального участия всех государств-членов, в том числе и малых, а не только лидирующих метрополий Великобритании и Франции. С тех пор политика содействия развитию ориентировалась на две, зачастую противоречащие друг другу цели: 1) необходимость предоставления безвозмездной помощи слаборазвитым государствам ввиду морального обязательства европейских стран перед их бывшими колониями; и 2) возможность решить таким образом геополитические задачи объединнной Европы. И хотя крупнейшие бывшие метрополии вс ещ имеют возможность содействовать развитию своих партнров из числа бывших колоний на двусторонней основе, рамки данной статьи не позволяют рассмотреть все многообразные и слабо поддающиеся классификации инструменты прямого и косвенного содействия развитию, практикуемые европейскими странами и институтамив фокусе данной статьи находится именно политика содействия развитию, проводимая на протяжении нескольких десятилетий Европейскими сообществами и Евросоюзом.
2 Эффективность содействия развитию по-разному оценивается как в политических, так и академических кругах. Взгляды политиков и исследователей (У. Ростоу, М. Леви, Д. Лернера, С. Блэка, С. Хантингтона) на необходимость содействия развитию колоний, а в эпоху деколонизации новых независимых государств, опирались до 1960-х на модернизационную концепцию развития, предполагавшую важную роль инвестиций в стимулировании технических изменений, запускающих индустриализацию в странахреципиентах помощи. Однако после доклада 1969 г., представленного бывшим премьер-министром Канады Л. Пирсоном и Президентом Всемирного банка Р. Макнамарой, было признано, что развитие через индустриализацию было малоэффективным.
3 Неомарксисткие теории, в том числе мир-системная теория (И. Валлерстайн) и теория зависимости (А. Франк), критически оценивают политику содействия развитию, отмечая в ней неоколониальные практики и патерналистский подход со стороны развитых государств, закрепляющие сложившееся разделение мира на Север (развитые страны) и Юг (так называемые страны Третьего мира), не поддающееся изменению со стороны современных международных институтов. Неомарксисткие теории под тем же углом рассматривают и современные миграционные тенденции, указывая, что в периоды экономического подъема государства Севера активно пользуются людскими ресурсами Третьего мира, развивая свою экономику, не давая ничего взамен странамдонорам рабочей силы. Однако с приходом кризиса развитые страны отгораживаются от регионовисточников мигрантов нормативными, дискурсивными и физическими барьерами.
